About this program
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response (ASPR) funds healthcare preparedness and special pathogen readiness activities under Assistance Listing 93.825, most recently awarding cooperative agreements on September 30, 2025.
The program operates a mixed portfolio. The dominant activity—accounting for the majority of recent awards—supports state and territorial hospital preparedness programs (HPP) that build and sustain regional healthcare coalitions to enhance medical surge capacity, emergency response coordination, and healthcare system resilience across infectious disease threats, natural disasters, and all-hazards emergencies. A secondary track, considerably smaller in award count but notable in scope, funds regional emerging special pathogen treatment centers (RESPTCs) and related workforce training, infection control infrastructure, and clinical research capacity at academic medical centers. The most recent awards demonstrate this split: the newest single award (September 2025, $7.73 million) went to the National Emerging Special Pathogens Training and Education Center (NETEC) at a consortium led by Emory, Nebraska Medicine, and NYC Health + Hospitals; the 2024 cohort comprised 34 state and territorial HPP cooperative agreements ranging from $1.97 million (Palau) to $196 million (California).
Since 2015, the program has obligated $1.72 billion in combined federal dollars across 58 awards. ASPR accounts for 57 awards totaling $1.69 billion; the Centers for Disease Control and Prevention funded one award of $28.6 million (the NETEC infection control supplement). The portfolio is predominantly cooperative agreements (83 percent, 48 awards) with a smaller formula-grant share (17 percent, 10 awards) concentrated in earlier funding cycles (2019–2020, primarily COVID-19 preparedness activities). Award volume has been volatile: two per year in 2020–2021, six in 2022, then a surge to 34 in 2024 (the HPP cooperative agreement cycle), with one award in 2025. Project periods typically run five years with 12-month budget cycles.
Healthcare coalitions form the operational spine. Recent awards describe governance structures, risk and vulnerability assessments, workforce support and training, medical response and surge exercises, patient movement protocols, supply chain integrity evaluation, cybersecurity planning, and continuity-of-operations planning. Awards to Texas ($128.7 million), California ($196 million), and New York City ($63.4 million) reflect population scale and infrastructure demand. Smaller awards to territories (Virgin Islands $4 million, Palau $1.97 million, RMI $2.85 million) address geographic isolation and resource constraints. The NETEC award funds education, technical assistance, peer review assessments, and certification of treatment centers nationwide.
No grant opportunities are currently open in the source material. The most recent solicitations posted were from 2019 and 2015; the 2015 opportunity (EP-U3R-15-003) was restricted to the three NETEC member institutions with Ebola treatment experience.
