About this program
The Department of Health and Human Services Centers for Disease Control and Prevention distributed ARRA immunization funding under CFDA 93.712 through Cooperative Agreements with the most recent grant award dated September 1, 2010, making this program inactive for the past 16 years.
The program funded state and local immunization activities through 18 Cooperative Agreements totaling $56.8 million in federal dollars obligated between 2007 and 2010. Awards concentrated in two distinct waves: a pilot phase in 2007–2008 and a major expansion in 2009–2010, when nine awards were disbursed in a single fiscal year. All funding came from the CDC; the assistance-type portfolio consisted entirely of Cooperative Agreements.
Recent awards reveal two primary activity streams. The largest single award—$43.5 million—supported immunization and vaccines for children grants delivered through state programs. A second stream, nine awards totaling approximately $9.1 million issued in September 2010, enhanced interoperability between electronic health records and immunization information systems (IIS) in state and local health departments and major urban programs, with individual awards ranging from $620 thousand to $1.4 million. A smaller cohort of six awards issued in September 2009, totaling approximately $1.9 million, supported partnerships addressing immunization training for nurses and health staff in coalitions. Earlier work included a randomized controlled trial of oseltamivir efficacy ($1.5 million, 2007) for reducing influenza severity.
This program represents exhausted ARRA stimulus funding appropriated for a discrete set of immunization expansion activities under the Section 317 program. No grant opportunities are currently posted, and the funding authorization and recipient completion dates indicate the program concluded its distribution cycle over a decade ago. The program is not an active pursuit vehicle.
Objective and description
- Objective
The American Recovery and Reinvestment Act (ARRA) appropriated $300 million to the Section 317 Immunization program (Section 317) which funds 64 immunization programs that include all 50 states, Washington DC, 5 urban areas, the U.S. Territories, and selected Pacific Island nations. Funding supports states and communities in establishing and maintaining preventive health service programs to immunize individuals against vaccine-preventable diseases. This investment will expand access to vaccines and vaccination services by augmenting current Section 317 activities. Specifically by: • Provision of financial support to state and local immunization programs • Making recommended vaccines available in all states through the existing network of private and public immunization providers and supporting and expanding the network of providers as needed • Expanding access to influenza, zoster, and childhood vaccines through school-associated immunization programs and through innovative vaccine delivery activities in the community • Providing grants to immunization programs to conduct needs assessments and develop plans that will enable health departments to bill private insurance for immunization services provided to insurance plan members • Increasing national public awareness and knowledge about the benefits and risks of vaccines and vaccine-preventable diseases • Enhancing assessments of vaccine coverage, vaccine impact, vaccine effectiveness and vaccine adverse events.
