About this program

The Department of Health and Human Services Administration for Children and Families (HHS ACF) operates the Native Employment Works (NEW) program under CFDA 93.594, providing block and formula grants to eligible Indian tribes and Alaska Native organizations to deliver work activities and supportive services enhancing job readiness, job placement, and job retention for Native Americans, with the most recent grant awards issued on July 1, 2026.

The program maintains steady activity with approximately 38 awards per year over the past five years and 1,608 total awards since 2001. The portfolio is dominated by block grants, which account for 81 percent of all awards, with the remaining 19 percent comprising formula grants. Combined federal obligations total $174.1 million across all awards in the portfolio. Funding is concentrated within HHS ACF across distinct sub-components, with the largest unit accounting for 1,118 awards ($117 million), followed by two additional HHS ACF units with 293 awards ($34.7 million) and 197 awards ($22.5 million) respectively.

Recent awards reflect the program's distribution across tribal jurisdictions with highly variable award amounts. July 2026 awards included $1.75 million to one recipient, $408 thousand to another, $396 thousand to a third, and $219 thousand to a fourth, with the remaining 34 awards that quarter ranging from approximately $5 thousand to $131 thousand. Award cycles follow a predictable schedule with funds disbursed annually as lump sums typically around July 1. Each eligible tribal organization must submit an updated NEW program plan for HHS ACF review and approval every three years.

Eligibility is limited to Indian tribes or Alaska Native organizations that operated a Tribal JOBS program in fiscal year 1995. Once an organization's plan has been reviewed and approved by HHS ACF, funding amounts are calculated based on the organization's FY 1994 Tribal JOBS program funding. No recently posted grant opportunities are visible in the source; applicant organizations operate within an established, recurring cycle rather than responding to open solicitations.
