About this program
The Department of Health and Human Services Administration for Children and Families funds experimental, pilot, and demonstration projects that improve child support program operations and children's financial well-being under CFDA 93.564, with the most recent grant awards issued on September 30, 2024.
The program backs concrete service delivery and policy innovation in child support enforcement. Recent awards fund employment services for noncustodial parents, domestic violence safety protocols in child support agencies, responsible parenting education for teens and young adults, intergovernmental case processing improvements, and digital marketing outreach. The Minnesota Department of Children, Youth, and Families received a $2.4 million cooperative agreement in September 2024 to pilot child support-led employment services across multiple counties and tribal partners. California's Department of Child Support Services received two September 2024 cooperative agreements totaling approximately $4.4 million for employment and wraparound services targeting noncustodial parents in Sacramento, Stanislaus, and Los Angeles counties. Earlier demonstration cohorts funded trauma-informed domestic violence safety procedures in Wisconsin, Georgia, Virginia, Missouri, Ohio, New York, Washington, and Oklahoma between September 2022 and August 2027, with individual awards ranging from approximately $3 million to $11.8 million.
Funding concentration rests entirely with HHS Administration for Children and Families, which issued 200 total awards since 1997. The portfolio is predominantly Project Grants (78 percent of 200 awards) with smaller shares of Cooperative Agreements (18 percent) and Block Grants (4 percent). Annual award volume fluctuated significantly in the recent period—two awards in 2020, five in 2021, eight in 2022, one in 2023, and four in 2024. Combined federal obligated funding totals $104.1 million across the 200 awards, with non-federal cost-share adding $2.3 million. Individual awards range from under $60 thousand to $11.8 million, with recent demonstration-track awards typically $2 million to $7 million.
Open grant opportunities posted in late 2023 closed in June 2024 and include the Next Generation Child Support Employment Services Demonstration (HHS-2024-ACF-OCSS-FD-0015, due June 3, 2024) targeting state and tribal child support agencies to expand employment services for noncustodial parents, and its companion Technical Assistance and Evaluation cooperative agreement (HHS-2024-ACF-OCSS-FD-0016, due June 3, 2024) available to a single state or tribal recipient. No currently open opportunities are present in the source; the most recent posted solicitations have passed their application deadlines.
Objective and description
- Objective
To fund experimental projects that assist in promoting the objectives of Section 1115, Part D of Title IV of the Social Security Act.
- Description
This program provides federal funds for experimental, pilot, or demonstration projects that are likely to assist in promoting the objectives of Section 1115, Part D of Title IV of the Social Security Act, which stipulates that "the project - 1) must be designed to improve the financial well-being of children or otherwise improve the operation of the child support program; 2) may not permit modifications in the child support program which would have the effect of disadvantaging children in need of support; and 3) must not result in increased cost to the federal government under Part A of such title. Any responsibility to the federal government is a condition for receiving the grant, but not a principal purpose."
Eligibility
- Applicant eligibility
Section 1115 grants may be made only to State or Tribal Child Support Enforcement agencies or their umbrella agencies.

How to apply
- Preapplication coordination
An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
- Criteria for selecting proposals
The criteria for selecting proposals will be published in the NOFO.
- Award procedure
Each application is reviewed against four factors: eligibility, the application deadline, required electronic submission or waiver requested and approved, and the Award Ceiling. If the application does not meet all these factors, then it is disqualified from the merit review process. After the initial review, applications are reviewed and evaluated by merit review panels using only the criteria described in the Application Review section of the NOFO. Each panel is composed of experts with knowledge and experience in the area under review. Generally, review panels include three reviewers and one chairperson. While merit review scores and their ranking are not binding, ACF does consider them when selecting projects for funding. Scores and rankings are only one element used in the award decision-making process. Other criteria are explained in the Program Description section and in the Application Review section of the NOFO. ACF reserves the right to evaluate applications in the larger context of the overall portfolio by considering the geographic distribution of federal funds (e.g., ensuring coverage of states, counties, or service areas) in its pre-award decisions. ACF may elect not to fund applicants with management or financial problems that would indicate an inability to successfully complete the proposed project. In addition, ACF may elect to not allow a prime recipient to subaward if there is any indication that they are unable to properly monitor and manage subrecipients. Applications may be funded in whole or in part. Successful applicants may be funded at an amount lower than requested.
- Deadlines
Please see the Notice of Funding Opportunity for information on deadlines.
- Time to approval or disapproval

- Renewals
Non-competing continuations will be issued based on availability of funds, satisfactory progress, compliance with award terms and conditions and a determination that continuation funding is in the best interest of the federal government.
- Appeals
There is no appeal process for unsuccessful applicants. For existing recipients, appeals regarding disputes may take place in accordance with 45 CFR Part 16, subject to the limitations of the Appendix A.
