About this program

The Department of Health and Human Services Centers for Disease Control and Prevention awards grants under CFDA 93.534 to conduct health screening, outreach, and health education for persons with possible exposure to amphibole asbestos from vermiculite mining and processing operations in Libby and Troy, Montana, with the most recent grant award made on September 1, 2024.

This program has been active since 2011, with five total awards distributed over the past 15 years. The most recent award cycle in 2024 brought one grant to the Center for Asbestos Related Disease for $17.6 million to continue screening operations, nationwide outreach, and health education. Funding flows through two HHS sub-agencies: the Agency for Toxic Substances and Disease Registry leads with three awards totaling $50.5 million in federal obligations, while CDC accounts for two awards totaling $12.3 million. Combined federal dollars obligated across all awards total $62.8 million. Award cadence is irregular—one award per cycle in 2011, 2019, and 2024, with two awards in 2015—yielding roughly 0.3 awards per year over the four-year lookback window. The program funds asbestos-related disease screening (including chest radiography, spirometry, high-resolution computed tomography, and fecal occult blood testing), nationwide outreach to persons with prior exposure living in Libby or Troy Montana, Medicare benefit awareness campaigns, and multi-audience health education on detection and prevention of asbestos-related conditions. Awards are predominantly Project Grants (60 percent) with a smaller share of Cooperative Agreements (40 percent), structured as cooperative agreements with periods of performance of 1 to 5 years, with continuation possible non-competitively based on satisfactory progress and fund availability.

Eligible applicants include hospitals, community health centers, Federally qualified health centers, Indian Health Service facilities, National Cancer Institute-designated cancer centers, state and local government agencies, and nonprofit organizations. The most recent opportunity posted October 24, 2023 (CDC-RFA-TS-24-0032) with an application due date of April 15, 2024 has already closed. No currently open opportunities appear in the source.
