About this program

The Department of Health and Human Services Administration for Children and Families funds culturally specific domestic violence and sexual assault services through CFDA 93.496, with a current open opportunity (HHS-2026-ACF-OFVPS-EV-0036) due September 8, 2026, but the program faces significant funding uncertainty: Congress did not appropriate grant funds for FY 2025, and HHS lacks statutory authority to award or continue grants absent an appropriation.

The program supports community-based organizations delivering trauma-informed, culturally relevant services to survivors of domestic violence and sexual assault from diverse, underserved, and historically marginalized communities. Funded activities include direct services to survivors; strategic partnership development and collaboration; legal advocacy; job training and employment services; and identification of secure, safe, affordable temporary or permanent housing. The program explicitly targets survivors from populations historically underserved in the domestic violence and sexual assault response systems.

All awards are Cooperative Agreements, reflecting the funding agency's anticipated substantial involvement throughout the project period. Eligible applicants include tribal organizations (not federally recognized), public and private higher education institutions, 501(c)(3) and non-501(c)(3) nonprofits, and other entities. Applicants must complete preapplication coordination through their state's single point of contact under Executive Order 12372.

Recent grant opportunities show active solicitation cycles through mid-2023. The most recent open opportunity (HHS-2026-ACF-OFVPS-EV-0036, posted May 13, 2026) seeks cooperative agreements for culturally specific services addressing emergent needs from public health emergencies. Earlier cycles posted in December 2022 and August 2022 awarded thirty cooperative agreements for culturally specific domestic violence and sexual assault services and four cooperative agreements for Culturally-Specific Sexual Assault Capacity Building Centers serving African Americans, Asian Americans/Pacific Islanders, and Latinos/Latinas.

The source provides no recent grant awards, award dollar amounts, or portfolio concentration data. Existing FVPSA recipients are obligated to maintain compliance and satisfactory progress, but continuation funding depends entirely on annual congressional appropriations. Non-competing continuations may be issued only if funds are available and continuation is determined in the federal government's best interest. There is no appeal process for unsuccessful applicants.
