The Department of Health and Human Services Administration for Children and Families is soliciting applications for cooperative agreements to provide culturally specific domestic violence and sexual assault services, with applications due September 8, 2026. The program will award 25 cooperative agreements of $200,000 each (fixed award amount for the first budget period) from $5,000,000 in total funding.
Eligible applicants include public and private institutions of higher education, non-federally recognized Native American tribal organizations, 501(c)(3) nonprofits, nonprofits without 501(c)(3) status, and culturally specific, faith-based, and community-based organizations. No cost share is specified in the source material.
The project period spans four years consisting of four one-year budget periods, with an expected start date of September 30, 2026. Recipients must implement a two-phase approach: Phase I (6–12 months) for assessment, needs analysis, partnership building, and service design; Phase II for direct service delivery, outreach, training, and evaluation. The program funds trauma-informed, culturally relevant services to survivors of domestic violence, sexual assault, dating violence, and family violence from diverse, underserved, and historically marginalized communities. Optional activities include legal advocacy, job training and employment services, and identifying secure and safe affordable temporary or permanent housing.
Recipients must demonstrate alignment with ACF priorities including program integrity, evidence-based practices, partnership development, family stability, self-sufficiency, and high-quality programming. Federal regulations under 2 CFR 200 and the Family Violence Prevention and Services Act (42 U.S.C. 10401 et seq.) apply. Preapplication coordination is required under Executive Order 12372 if the applicant's state has selected the program for review. Funding for budget periods beyond the first is available only subject to future Congressional appropriations.
