About this program
The Health Resources and Services Administration funds telehealth training and workforce development under CFDA 93.482, with the Technology-enabled Collaborative Learning Program currently accepting applications due May 18, 2026. The program operates three funding streams: the Licensure Portability Grant Program, which supports state professional licensing boards in reducing regulatory barriers to telehealth; the Telehealth Technology-Enabled Learning Program, which connects specialists at academic medical centers with primary care providers in rural and underserved areas to treat complex conditions; and the Technology-enabled Collaborative Learning Program, which evaluates and expands technology-enabled capacity-building models for health care providers to improve retention and access.
The program funds domestic public and private entities, including nonprofits, for-profits, faith-based and community-based organizations, tribal governments and organizations, and entities in U.S. territories and freely associated states. Under the Licensure Portability Grant Program, eligible applicants are limited by statute to state professional licensing boards and consortia or associations of such boards. Beneficiaries include health care providers and researchers in rural and underserved areas, policy makers, and the populations they serve.
The currently open opportunity, HRSA-26-053, solicits Cooperative Agreements under the Technology-enabled Collaborative Learning Program with a May 18, 2026 application due date. The solicitation is open to a broad applicant base including tribal governments, higher education institutions, state and local governments, nonprofits, and for-profit organizations. Award notifications are issued in writing following independent peer review by HRSA's Division of Independent Review, with a typical review and notification cycle of approximately two months. Recipients must maintain grant accounting records for three years following submission of the Federal Financial Review, or longer if litigation or audit activity is ongoing. Award amounts and portfolio concentration data are not available in the source material.
