About this opportunity

The Health Resources and Services Administration is soliciting applications for the Technology-enabled Collaborative Learning Program to support technology-enabled collaborative learning models that improve retention of health care providers and increase access to health care services in rural and underserved areas and populations, with an application deadline of July 8, 2026.

Eligible applicants include domestic state and local governments, institutions of higher education (public and private), Native American tribal governments and organizations, nonprofits with and without 501(c)(3) status, faith-based organizations, for-profit entities other than small businesses, and small businesses. No cost share is required. The program anticipates nine cooperative agreements with up to $475,000 per award from an expected total fiscal year 2026 funding pool of $4,275,000. The award period covers three 12-month budget periods from September 1, 2026, to August 31, 2029.

Applicants must address at least two of seven focus areas: chronic disease prevention, Alzheimer's disease, infectious disease, mental health and substance use disorders, prenatal and maternal health, pediatric care, and pain management or palliative care. Target geographies include rural areas, frontier areas, health professional shortage areas, medically underserved areas, and services to medically underserved populations or Native Americans.

Merit review weights need (20 points), response (25 points), resources and capabilities (25 points), performance reporting and evaluation (15 points), impact (10 points), and support requested (5 points). Applications require a 60-page project narrative, budget, detailed work plan, staffing plan with job descriptions, biographical sketches, organizational chart, indirect cost rate agreement, and letters of support. Recipients must comply with 2 CFR Part 200 and the HHS Grants Policy Statement, collaborate with HRSA's Telehealth Centers of Excellence, and submit performance measures reports for continued funding after each budget period. The opportunity falls under CFDA 93.482, Telehealth Training and Workforce Development. A technical assistance webinar is scheduled for June 18, 2026, at 2:00 PM ET.
