About this program
The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion, Office on Smoking and Health awards cooperative agreements and block grants under the National and State Tobacco Control Program (CFDA 93.387) to fund tobacco control and cessation activities, with the most recent grant awards issued September 30, 2019.
The program funds tobacco prevention, cessation support, and health-equity initiatives targeting high-burden populations. Recent awards have supported quitline operations, culturally tailored cessation counseling and nicotine replacement therapy, community health worker–led diabetes and cardiovascular disease prevention integrating tobacco use reduction in American Indian and Alaska Native communities, and obesity prevention programming. Recipients have included tribal epidemiology centers, tribal health organizations, and nonprofits serving urban Native American populations. Award periods run up to five years with 12-month budget cycles; projects may continue non-competitively if recipients demonstrate satisfactory progress and continued funding serves the federal government's interest.
The program is predominantly cooperative agreements (75 percent of awards) with a smaller share of block grants (25 percent). All $18 million in recent federal obligations came from CDC. Individual awards have ranged from $296 thousand to approximately $8 million. The portfolio contains only four tracked awards spanning from 2003 to 2019, indicating very sparse recent activity; no new award data appear after 2019.
Grant opportunities posted in 2022 and 2023 solicited one cooperative agreement to operate a national Asian-language quitline providing culturally and linguistically appropriate cessation counseling for Mandarin, Cantonese, Korean, and Vietnamese speakers (due March 13, 2023), and cooperative agreements to build community capacity reducing menthol and flavored tobacco initiation and use in health-disparate populations (due July 6, 2023). An earlier state-focused cooperative agreement opportunity (CDC-RFA-DP20-2001) closed April 13, 2020, supporting two components: approximately $67 million annually for 51 state-based programs and approximately $16 million annually for all 53 state quitlines. No open solicitations appear active as of the source date.
