About this program
The Department of Health and Human Services Office of the Assistant Secretary for Health funds voluntary family planning services delivery through Project Grants (CFDA 93.217), with the most recent award dated July 1, 2022.
The program supports establishment and operation of family planning clinics and service networks that provide contraceptive methods, pregnancy testing and counseling, sexually transmitted infection screening and treatment, basic infertility and preconception health services, and related preventive health services to individuals with priority for low-income populations. Abortion is not a permissible service. Funds may not support building purchase or construction, salaries already paid from other federal sources, or certain miscellaneous items specified in regulations. Awards typically fund 12-month budget periods within up to five-year project periods; continuation awards after the first year require non-competing applications, satisfactory performance, fund availability, and determination that continuation serves the government's interest. All funding decisions are final and not appealable.
The portfolio reflects 871 total awards spanning from October 2000 to July 2022, with significant variability in recent years: 21 awards in 2017, 93 in 2018, 78 in 2019, 2 in 2020 (likely pandemic-related disruption), and 41 in 2022. Combined federal dollars obligated total $3.83 billion. The assistance type mix is predominantly Project Grants (869 awards, 100%) with minimal Block Grant representation (2 awards). Funding concentrates heavily within HHS Office of the Assistant Secretary for Health, which issued 664 awards ($2.85 billion) and a separate entity within the same office issued 203 awards ($980.1 million); the HHS Immediate Office of the Secretary contributed 4 awards ($2.1 million).
Representative recent awards illustrate program scope: Maryland's Reproductive Health and Wellness Program received $2.8 million in May 2022 to enhance telehealth infrastructure serving additional clients through 17 jurisdictions; Wisconsin's Department of Health Services received $3.5 million to expand telehealth access for clients traveling long distances; and Georgia's Family Health Centers received $1.4 million to implement virtual care systems in 26 underserved counties. Awards typically range from $200 thousand to $3.5 million for specialized initiatives, with some mega-awards reaching $5 million for statewide networks.
A competitive Title X Family Planning Services Grants opportunity (PA-FPH-27-001) remains open with a due date of January 11, 2027. The notice anticipates up to $257 million for up to 90 awards supporting projects across all 50 states, territories, and Pacific island jurisdictions for up to five years. Eligible applicants include public and private nonprofits, state and local governments, tribal entities, and other organizations. Applications are due through Grants.gov; applicants must have valid SAM.gov registration. Funding availability depends on enactment of the FY 2027 federal budget.
