About this program
The Department of Health and Human Services Health Resources and Services Administration is funding training programs for doctoral health service psychology students, interns, and postdoctoral residents in integrated behavioral health with emphasis on opioid use disorder and substance use disorder prevention, treatment, and recovery services, under CFDA 93.191, with the most recent grant awards made July 1, 2025.
The program trains psychologists for placement in community-based primary care settings in high-need and high-demand areas, including underserved and rural communities. Trainees receive didactic and experiential education in trauma-informed care, integrated behavioral health, social determinants of health, and culturally competent service delivery. The program also requires faculty development in health service psychology. Recent awards fund specific initiatives such as Boston Medical Center's multicultural internship program training 15 diverse doctoral interns over three years in substance use and trauma-informed care at four community health centers; the University of Oklahoma Health Sciences Center's program training 6 interns in integrated behavioral health; and Augsburg University's fellowship recruiting and training 18 trainees across three cohorts in integrated primary care settings addressing Minnesota's mental health workforce shortage.
The program has disbursed 524 awards totaling $395.6 million in federal obligations since 1998. Recent activity shows variability: 63 awards in 2019, 2 in 2020, 26 in 2022, 7 in 2023, and 17 in 2025. The portfolio is predominantly Project Grants (91 percent, 479 awards) with a smaller share of Block Grants (9 percent, 45 awards). Within the HHS Health Resources and Services Administration, the Bureau of Health Professionals dominates by federal dollars obligated at $307.5 million across 149 awards, while the broader HRSA organization accounts for $88.1 million across 375 awards. Recent awards range from approximately $811 thousand to $2.7 million per three-year project period.
Eligible applicants are accredited doctoral, internship, and postdoctoral residency programs of health service psychology, including clinical psychology, counseling, and school psychology programs accredited by nationally recognized agencies approved by the U.S. Department of Education. Federally Recognized Indian Tribal Governments and Native American Organizations may apply if otherwise eligible. The program funds projects for a three-year period. A Notice of Funding Opportunity (HRSA-25-067) was posted August 1, 2024, with application due date January 21, 2025. The review process includes technical merit evaluation by nonfederal expert consultants against five criteria: Purpose and Need, Response to Program Purpose, Impact, Organizational Information/Resources/Capabilities, and Support Requested. Notification of award is made electronically approximately 120 to 180 days after application receipt.
