About this program

The Department of Health and Human Services Immediate Office of the Secretary funds technical assistance and capacity-building projects at foreign hospitals and health organizations worldwide through CFDA 93.019, with the most recent grant award issued September 30, 2019.

This program is dormant. No grant awards have been disbursed in nearly seven years. The portfolio spans 25 awards issued between 2006 and 2019, with funding concentrated in the mid-2010s (5 awards in 2014, 4 in 2016, 4 in 2017) and trailing to just 2 awards in 2019. No recent grant opportunities are posted. The source does not identify any current solicitation or application window.

The program funds quality-of-care improvement initiatives, continuing education and clinical refresher training for physicians and health staff, and capacity strengthening in partnership with Ministries of Public Health, particularly around infectious disease surveillance, pandemic preparedness, emergency response operations, and regulatory pathways for medical countermeasures. Awards have supported smallpox research oversight, influenza vaccine development in Vietnam, public health emergency operations center standards, international health regulations implementation, and technical assistance networks for Latin America, Mexico, and Panama.

Awards are predominantly Cooperative Agreements (56 percent of 25 total, 14 awards) with a substantial share of Project Grants (36 percent, 9 awards) and a smaller Block Grant component (8 percent, 2 awards). The Department of Health and Human Services Immediate Office of the Secretary issued 18 awards totaling $24.8 million federal dollars obligated; the Office of the Assistant Secretary for Preparedness and Response issued 7 awards totaling $3.9 million. Combined federal obligated dollars across all 25 awards total $28.7 million with no cost-share requirement. Award magnitudes range from $175 thousand to $6.6 million, with a representative 5-year cooperative agreement to the Pasteur Foundation ($1.1 million, 2019) for unspecified activities and a World Health Organization regulatory capacity-building agreement ($510 thousand, 2017).

The program specifies a project period of approximately five years with no expectation of renewal beyond that term. Applications are screened for completeness and responsiveness, then evaluated by peer review on Technical Approach (45 points), Organization Experience and Capabilities (45 points), and Facilities and Resources (10 points), with funding decisions made by the Director of the Office of Global Health Affairs.
