The Gulf Coast Ecosystem Restoration Council awarded a $349.6 million Project Grant to the Coastal Protection & Restoration Authority Of Louisiana under the Gulf Coast Ecosystem Restoration Council Oil Spill Impact Program (CFDA 87.052). The grant will fund Phase I construction of the Houma Navigation Canal Lock Complex Project from February 2021 through March 2031. Approximately 95% of dredging for the project will be completed during this phase, removing around 1.2 million cubic yards of earth materials to construct 178 acres of brackish marsh habitat. Terrebonne Levee & Conservation District will serve as a sub-awardee, performing civil site work including hydraulic excavation of dredged materials for marsh restoration. The project aims to restore and protect natural resources and coastal wetlands impacted by the Deepwater Horizon oil spill, in alignment with the goals of the Gulf Coast Ecosystem Restoration Council Oil Spill Impact Program.

15-1: PORT RICHEY WATERSHED STORMWATER MANAGEMENT PROJECT - CONSTRUCTION -- PASCO COUNTY, THROUGH THE FLORIDA GULF CONSORTIUM, IS REQUESTING $5,090,277 IN SPILL IMPACT COMPONENT FUNDING FOR THE COUNCIL APPROVED PORT RICHEY WATERSHED STORMWATER MANAGEMENT PROJECT. THIS CONSTRUCTION PROJECT INVOLVES MAJOR UPGRADES TO OLD AND INADEQUATE DRAINAGE INFRASTRUCTURE IN THE PORT RICHEY WATERSHED. THIS PROJECT IS CURRENTLY IN DESIGN AND PERMITTING PHASES, AND IT IS JOINTLY FUNDED BY SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT (SWFWMD). PROJECT COMPONENTS FOR CONSTRUCTION INCLUDE 1) CONVERTING THE FORMER MAGNOLIA VALLEY GOLF COURSE TO A WETLAND STORAGE AND WATER QUALITY TREATMENT SYSTEM, RESTORING A NATURAL SLOUGH CONVEYANCE THROUGH THE ABANDONED GOLF COURSE PROPERTY, AND 2) IMPROVING DRAINAGE CONVEYANCES IN THE UPSTREAM MAGNOLIA VALLEY RESIDENTIAL COMMUNITY WHOSE STORMWATER RUNOFF FLOWS THROUGH THE DEFUNCT GOLF COURSE PARCEL. ALTHOUGH THIS PROJECT ADDRESSES WATER QUALITY IMPROVEMENT, THE PRIMARY FOCUS OF THE PROJECT IS ON COASTAL FLOOD PROTECTION AND RELATED INFRASTRUCTURE. FOR THIS REASON, THIS PROJECT IS CLASSIFIED AS INFRASTRUCTURE WITH RESPECT TO THE 25 PERCENT INFRASTRUCTURE LIMITATION. THE POT 3 FUNDING REQUESTS FOR THIS PROJECT ARE FOR CONSTRUCTION OF STORMWATER MANAGEMENT IMPROVEMENTS. ADDITIONALLY, THIS PROJECT AIMS TO ENHANCE COMMUNITY RESILIENCE (PRIMARY - COMPREHENSIVE PLAN GOAL 4), AND PROMOTE COMMUNITY RESILIENCE (PRIMARY COMPREHENSIVE PLAN OBJECTIVE 5). The Alabama Department of Conservation and Natural Resources (ADCNR) has been awarded a $13,747,500 Project Grant from the Gulf Coast Ecosystem Restoration Council Oil Spill Impact Program (CFDA 87.052) to implement the "One Mobile: Reconnecting People, Work and Play through Complete Streets" project. The funding will be used to construct utility infrastructure improvements, roadway upgrades, and pedestrian enhancements along Dr. Martin Luther King, Jr. Avenue in downtown Mobile, Alabama. Key project elements include sidewalks, bike lanes, on-street parking, stormwater drainage, utility relocations, and pedestrian safety improvements. Spill Impact Component Planning Grants
This announcement provides guidance to the Gulf Coast States defined as any of the States of Alabama, Florida, Louisiana, Mississippi, and Texas or the Gulf Coast States administrative agents and the Gulf Consortium of Florida counties to apply for grants to fund planning activities to develop individual State Expenditure Plans (SEP) under the Spill Impact Component of the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). The eligible entities may apply to the Council for a grant to use the minimum allocation available under the Spill Impact Component of the RESTORE Act for planning purposes. The submission process for this announcement is organized into two phases: (1) the submission of a planning SEP by a Gulf Coast State; and (2) the administrative application process, which includes the submission of all administrative grant application materials by the eligible entities. All planning activities proposed under this announcement are limited to the development of a comprehensive SEP, including conceptual design and feasibility studies related to specific projects. This announcement does not include engineering and environmental studies related to specific projects. It also does not include any pre-award costs incurred prior to August 22, 2014.

Spill Impact Component Project Grants
This announcement provides guidance to the Gulf Coast States, defined as any of the States of Alabama, Florida, Louisiana, Mississippi and Texas and/or their administrative agents set forth in 33 U.S.C. 1321(t)(3)(B)(iii), in applying for grants to fund implementation of projects developed according to an approved individual State Expenditure Plan (SEP) under the Spill Impact Component of the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). The eligible entities may apply to the Council for grants for implementation of projects and programs within the approved plans. The only activities that may be funded under this announcement are those included in a state's approved SEP.
