About this award
The Gulf Coast Ecosystem Restoration Council (GCERC) awarded $1,173,243 to the State of Mississippi, through the Mississippi Department of Environmental Quality (MDEQ), under the Gulf Coast Ecosystem Restoration Council Oil Spill Impact Program (CFDA 87.052) on November 13, 2025. Under a subaward agreement with the Mississippi State Port Authority at Gulfport, MDEQ will implement planning activities to support the Port of Gulfport's expansion efforts. The project's primary deliverable is the development of containment structures designed to receive beneficial use dredge material from the Port of Gulfport Federal Navigation Channel deepening and widening initiative.
The funding addresses a critical infrastructure challenge in the Gulf Coast region: the Port of Gulfport's channel depth constraints limit its ability to accommodate modern, deeper-draft cargo vessels, resulting in underutilization even during periods of supply chain disruption. Planning activities funded through this award will enhance regional economic competitiveness by enabling the port to attract larger vessels and increase cargo operation efficiency. The project is scheduled for completion by May 31, 2027, with the Mississippi State Port Authority serving as the implementing subrecipient responsible for project execution under MDEQ oversight.
Description
Port of gulfport expansion --- the state of mississippi, through the mississippi department of environmental quality (MDEQ), will be the recipient of the restore act spill impact component funds for the port of gulfport expansion project. Under a subaward with MDEQ, the mississippi state port authority will implement this project. This project would support infrastructure benefiting the economy in the gulf coast region through planning activities for expansion efforts at the port of gulfport. In recent decades, maritime freight transportation has trended toward larger, deeper-draft vessels to increase efficiency in cargo operations. Due to this trend, the port of gulfport faces challenges in attracting new business because many cargo vessels are too large to navigate the channel. Additionally, some vessels that currently call at the port of gulfport must unload cargo at other ports to reduce their draft before entering. Even during the recent supply chain challenges, the port remained underutilized because the channel was not deep enough to accommodate diverted vessels. The primary purpose of the project is to support planning activities to develop containment structures to receive beneficial use dredge material from the port of gulfport federal navigation channel deepening and widening.
