About this program
The Gulf Coast Ecosystem Restoration Council disburses civil penalty funds from the RESTORE Act to Gulf Coast states and federal agencies for ecosystem restoration, coastal habitat protection, and economic revitalization in Alabama, Florida, Louisiana, Mississippi, and Texas, under Assistance Listing 87.051, with the most recent grant award dated March 12, 2024.
The program funds concrete restoration and conservation activities aligned with the RESTORE Council's Comprehensive Plan, including coastal wetland and marsh creation or restoration; living shoreline construction and monitoring; oyster reef restoration; beneficial use of dredged sediment for habitat creation; water quality improvement through stormwater and wastewater system upgrades, septic-to-sewer conversion, and erosion control; submerged aquatic vegetation restoration; land acquisition for habitat protection and coastal resilience; and associated planning, engineering, design, and permitting work. Representative awards include the River Reintroduction into Maurepas Swamp project in Louisiana for $312.4 million to restore coastal forest habitat through Mississippi River conveyance; the Coastal Alabama Regional Water Quality Program for $43.2 million supporting watershed-scale stormwater and wastewater improvements; and the Texas Land Acquisition Program for Coastal Conservation for $58.8 million acquiring high-quality coastal properties. The program operates entirely through the Gulf Coast Ecosystem Restoration Council as the sole funding agency across 43 Project Grant awards totaling $419 million in federal obligation since 2016.
Recent grant activity shows moderate cadence: two awards in 2024, four in 2023, five in 2022, two in 2021, and one in 2020. The assistance-type portfolio is uniformly Project Grants. Combined federal and non-federal obligated dollars total $697 million, indicating a non-federal share (matching or cost-share contribution) of $278 million. Award magnitudes range from under one million dollars for planning work to over $300 million for major construction implementation; typical awards cluster between $2 million and $30 million. Eligible applicants are limited to RESTORE Council members: the Governors of Alabama, Florida, Louisiana, Mississippi, and Texas; the EPA Administrator; and the Secretaries of Interior, Commerce, Agriculture, Homeland Security, and the Army. Recipients must comply with a two-phase submission and application process and projects must align with the Council's Comprehensive Plan and appear on an approved Funded Priorities List. Grant periods are specified in award documents; funds disperse on a reimbursement basis. Two recent grant opportunities with extended timelines remain open: GCC-FPL-21-001 (posted April 28, 2021, due June 30, 2030) for the 2021 Funded Priorities List 3b, and GCC-FPL-20-001 (posted March 20, 2020, due June 30, 2025) for the 2020 Funded Priorities List 3a, both accepting applications from state governments only.
