About this program

The Department of Education Office of Elementary and Secondary Education awards grants to state educational agencies under CFDA 84.369 to develop standards and high-quality assessments required by Title I of the Elementary and Secondary Education Act, with the most recent award date of July 1, 2026. The program operates on a statutory formula basis; states with approved applications receive awards automatically in any year for which Congress appropriates funds. Awarded funds remain available for obligation for a maximum of 27 months, with an initial 15-month period of availability and a potential 12-month carryover extension.

The program is highly active and stable. Over 1,302 total awards have been disbursed since 2002, with a consistent cadence of approximately 52–53 awards per year over the past five years. Grant awards span development of state assessment systems and administration of those assessments once deployed.

The program is dominated by Formula Grants, which account for 80 percent of awards (1,042 awards) and generate the bulk of federal obligation dollars. Project Grants represent the remaining 20 percent of the portfolio (260 awards). The Department of Education Office of Elementary and Secondary Education funds 1,208 awards totaling $8.7 billion in federal dollars obligated; a secondary Department of Education entity funds 94 awards totaling $661.8 million. Combined federal dollars obligated across the program total $9.36 billion.

Representative recent awards issued on July 1, 2026 include Formula Grant S369A260046 for $5.69 million, Formula Grant S369A260045 for $24.79 million, and Formula Grant S369A260010 for $15.81 million. Individual formula grant awards typically range from approximately $1.8 million to $26.8 million. No recent grant opportunities are posted; applicant eligibility is limited to state educational agencies, and awards distribute via statutory formula on the annual appropriation cycle beginning July 1.
