About this program
The Department of Education Office of Postsecondary Education funds campus-based child care services for low-income parents pursuing postsecondary education under CFDA 84.335, with the most recent grant awards disbursed October 1, 2025, and an open solicitation (ED-GRANT-26-053) due May 29, 2026.
The program funds establishment or expansion of campus-based child care centers serving low-income Pell Grant–eligible students, including infant, toddler, and preschool services, as well as before- and after-class support services and wraparound care enabling student parents to remain enrolled. Recent awards span community colleges and universities: Seminole State College of Florida received $1.75 million; an unnamed institution received $4.16 million; Chattanooga State Community College received $1.34 million to expand toddler capacity; and Merced College, Santa Rosa Junior College, and Troy University each received approximately $1.9–$2 million awards in fiscal 2023.
Activity has contracted sharply from historical levels. The program distributed 1,396 total awards since its inception in 2001, with $677.3 million in combined federal dollars obligated and an additional $492.7 million in non-federal cost-share, totaling $1.17 billion. However, award volume dropped from 111 awards in 2022 to 34 in 2023, then to just 2 awards in both 2024 and 2025. All awards are Project Grants with typical individual award values between $420 thousand and $4 million, though most cluster in the $1.5–$2 million range. The Department of Education is the sole funder.
Eligible applicants are institutions of higher education that awarded at least $350,000 in Federal Pell Grant funds to enrolled students in the preceding fiscal year. The program prioritizes child care programs that leverage significant local or institutional resources and utilize sliding fee scales. Grants are competitive, awarded for four-year project periods, and subject to substantial-progress requirements for renewals. Notification typically occurs within four months of the application deadline. The open 2026 solicitation (ED-GRANT-26-053) accepts applications from public and private institutions of higher education.
Objective and description
- Objective

- Description

Institutions may use the funding to establish or support a campus-based child care program primarily serving the needs of students from low-income backgrounds enrolled at the institution. Grants may also be used to provide before- and after-class and other student support services to the extent necessary to enable low-income students enrolled at the institution of higher education to pursue postsecondary education.
Eligibility
- Applicant eligibility
An institution of higher education is eligible to apply if the total amount of all Federal Pell Grant funds awarded to students enrolled at the institution of higher education for the preceding fiscal year equals or exceeds $350,000.
- Beneficiary eligibility
Low-income student parents enrolled in postsecondary programs will benefit.

- Length and time phasing of assistance
Grants shall be awarded for a period of 4 years, subject to the availability of funds.
How to apply
- Preapplication coordination
In any fiscal year in which funds are available for new awards, the Department of Education publishes a notice in the Federal Register inviting applications and establishing a deadline date. An application package is available from the Office of Higher Education Programs. Copies will be mailed upon request.
- Criteria for selecting proposals
Criteria for selecting among grant applications will be selected from those in the Education Department General Administrative Regulations (EDGAR). Contact the Program Office for more information.
- Award procedure
Peer review panels composed of representatives from public and private higher education and child care providers having expertise in child care service are designated to review application.
- Time to approval or disapproval
Notification usually is made within 4 months of the deadline for submission of applications.
- Renewals
Applications for renewal of multi-year projects are processed and funded before those for new projects. Renewals are subject to the availability of funds and if the grantee has made substantial progress in achieving the objectives outlined in its application.
