About this opportunity

The Child Care Access Means Parents in School (CCAMPIS) Program, administered by the Department of Education's Office of Postsecondary Education, seeks to procure campus-based child care services and related student support services for low-income parents pursuing postsecondary education. Eligible applicants must be institutions of higher education that awarded $250,000 or more in Federal Pell Grant funds during FY 2025, including public institutions, private institutions, and other qualifying entities. Key requirements include two absolute priorities: leveraging significant local or institutional resources to support childcare activities and utilizing a sliding fee scale for services. Evaluation criteria are distributed across five categories totaling 100 points: need for the project (24 points), quality of project design (up to 36 points), quality of management plan (up to 21 points), quality of project evaluation (up to 12 points), and adequacy of resources (up to 7 points). The application deadline is May 29, 2026, with an intergovernmental review deadline of July 28, 2026. All applications must be submitted electronically through Grants.gov with required documents including standard federal forms, a 50-page project narrative, budget narrative, and CCAMPIS Program Profile Form.

Estimated total available funding is $73,537,309, with approximately 148 awards anticipated ranging from $150,000 to $1,000,000 annually. The maximum annual award is $500,000 or the product of $100 multiplied by the institution's total Pell Grant recipients in FY 2025, whichever is greater. Grant awards are structured as competitive four-year project grants (48-month project period) with applications for renewal of existing programs processed before new project applications. Performance of services will occur on individual institutional campuses, with grantees required to maintain comprehensive records for three years following completion of funded activities and submit annual performance reports documenting postsecondary persistence and degree attainment of participants.

Synopsis

The CCAMPIS Program supports the participation of low-income parents in postsecondary education by providing campus-based child care services. The program makes competitive grants for a period of 4 years to institutions of higher education, with a priority for child care programs that (1) leverage significant local or institutional resources and (2) utilize a sliding fee scale. Institutions may use the funding to establish or support a campus-based child care program primarily serving the needs of students from low-income backgrounds enrolled at the institution. Grants may also be used to provide before- and after-class and other student support services to the extent necessary to enable low-income students enrolled at the institution of higher education to pursue postsecondary education.
