About this program
The Department of Education Office of Special Education and Rehabilitative Services funds activities that build capacity among minority entities and Indian tribes to deliver vocational rehabilitation services, workforce training, and related services under the Rehabilitation Act to individuals with disabilities from underserved backgrounds, with the most recent grant award on October 1, 2023 (CFDA 84.315).
The program has disbursed 44 Project Grants totaling $26.3 million in federal dollars obligated since 2001. Award activity peaked in the early 2000s, with 11 awards in both 2002 and 2005; recent activity has slowed significantly to one award in 2015 and one in 2023. The portfolio reflects a three-year gap before the 2023 award, signaling sporadic solicitation cycles. All awards have been Project Grants exclusively. Recent funded activities include the Rehabilitation Improvements in Services and Employment for Underserved Populations (RISE-UP) program ($1,452,232 obligated, October 2023), Northwest Indian College Tribal Vocational Rehabilitation Institute ($2,479,817 obligated, October 2015), and capacity building for minority entities spanning multiple institutions ($835,669 to $841,820 per award, October 2010). Typical award magnitudes in active years ranged from approximately $180,000 to $2.6 million, with early-2000s awards clustered around $150,000 to $238,000.
Eligible applicants include historically Black colleges or universities, American Indian tribal colleges or universities, state and local public or private nonprofit agencies, institutions of higher education, and Indian tribes. The most recent posted opportunity closed on July 21, 2023 (ED-GRANTS-053123-002), soliciting grants under the Activities for Underserved Populations program. No open solicitations are currently visible. Applications undergo review by panels of at least three individuals, typically including two or more non-Federal consultants with relevant expertise, and review-to-decision time ranges from 120 to 150 days following deadline. Renewals proceed only through new application submission, contingent on available appropriations and satisfactory performance review.
