About this program
The Department of Education Office of Special Education and Rehabilitative Services funds training and technical assistance delivered to state vocational rehabilitation agency personnel through the Rehabilitation Training Technical Assistance Centers program (CFDA 84.264), with the most recent grant award issued on October 1, 2025.
The program supports projects that provide training, technical assistance, and workforce development designed to increase the numbers and upgrade the skills of qualified rehabilitation personnel—especially rehabilitation counselors—who serve individuals with disabilities. Recent awards have funded national and regional technical assistance centers addressing specific priority areas: quality management in VR service delivery, employment outcomes for youth with disabilities, and workforce innovation aligned with the Workforce Innovation and Opportunity Act. Award amounts from recent cycles have ranged substantially, from $6.7 million to $20.1 million per award.
Program activity shows episodic award patterns rather than consistent annual solicitations. The portfolio spans 69 awards since 2001, but the award cadence is uneven: ten awards in 2010, three in 2015, two in 2020, and one in 2025. Combined federal dollars obligated total $162.5 million, with recipients contributing an additional $83.1 million in non-federal matching funds, yielding combined total obligations of $245.6 million. The Department of Education Office of Special Education and Rehabilitative Services is the sole funding agency across the program.
All awards in the portfolio are structured as Project Grants. Eligible applicants include states, public or nonprofit agencies and organizations, Indian tribes, and institutions of higher education.
A new solicitation posted on June 17, 2025 (ED-GRANTS-061725-001) for the National Vocational Rehabilitation Technical Assistance Center closed on July 25, 2025. Historical opportunities from 2014 through 2020 indicate the program operates through discretionary competition with distinct funding lines for quality management, quality employment, targeted communities, youth with disabilities, and workforce innovation components, though the recency and frequency of future opportunities cannot be inferred from this portfolio snapshot.
