About this opportunity

The Department of Education's Office of Special Education and Rehabilitative Services (OSERS) is seeking a cooperative agreement to establish the National Vocational Rehabilitation Technical Assistance Center (NVRTAC), aimed at providing comprehensive training and technical assistance to State Vocational Rehabilitation (VR) agencies. The primary objectives include improving VR program management, performance, and employment outcomes for individuals with disabilities through intensive and targeted support. Key contract requirements involve developing a comprehensive technical assistance plan that encompasses establishing an advisory committee, creating a state-of-the-art website, conducting a nationwide needs assessment, and delivering training in critical areas such as career pathways, supported employment, business engagement, and community collaboration. Evaluation criteria will likely focus on the applicant's ability to design a robust, comprehensive approach to supporting VR agencies and enhancing employment opportunities for individuals with disabilities. The application deadline is July 25, 2025, with potential applicants including states, public or private nonprofit agencies, organizations, Indian Tribes, and institutions of higher education.

The grant opportunity offers up to $6,000,000 for a cooperative agreement with a project period lasting up to 60 months (5 years). The place of performance will be nationwide, with the selected center providing technical assistance and training to VR agencies across the United States. The center will be expected to develop and implement strategies that directly improve service delivery and employment outcomes for individuals with disabilities, with a focus on creating comprehensive, adaptable support mechanisms for state VR agencies.
