About this program
The Department of Education Office of Special Education and Rehabilitative Services funds supported employment services for individuals with the most significant disabilities under CFDA 84.187, with the most recent grant awards issued on October 2, 2025. The program operates as a formula grant mechanism providing supplemental funding to State vocational rehabilitation agencies to support employment outcomes for VR consumers with the most significant disabilities through collaborative partnerships with public and private non-profit organizations.
The program remains actively funded with steady recent award activity. Between 2021 and 2024, the program averaged approximately 146 awards annually; 130 awards were obligated in 2025. Since inception in 1999, 2,683 total awards have been made, with combined federal dollars obligated reaching $537.7 million. The Department of Education Office of Special Education and Rehabilitative Services accounts for the overwhelming majority of funding at 2,623 awards and $519.2 million in federal dollars obligated.
All awards under this program are Formula Grants, distributed to States with an approved supported employment supplement to the vocational rehabilitation services portion of their Unified or Combined State Plan. Recent awards from October 2025 show considerable variation in obligated amounts, ranging from no obligation to over $963 thousand. Representative awards include Formula Grant H187A260006 ($963 thousand), H187A260053 ($290 thousand), H187B260086 ($569 thousand), and H187B260019 ($310 thousand). Many awards obligate modest amounts between $100 thousand and $180 thousand, while several obligate no federal dollars in the most recent cycle.
Eligible applicants are State vocational rehabilitation agencies designated to administer the VR program under their State Plan. States submit four-year Unified or Combined State Plans with two-year modifications; States currently operate under the PY 2024-2027 plan cycle with modifications due in Spring 2026. Grant funds are withdrawn via the Electronic Transfer System, and recipients must maintain financial and programmatic records for three years after submission of the final financial report under 2 CFR 200 requirements.
Objective and description
- Objective
To assist States in developing collaborative programs with appropriate public and private non-profit organizations to provide supported employment services for individuals with the most significant disabilities.
- Description
The Supported Employment (SE) State Grants program assists States in developing collaborative programs with appropriate public and private non-profit organizations to provide supported employment services for individuals with the most significant disabilities. The program provides formula-based supplemental funding to State vocational rehabilitation (VR) agencies to assist VR consumers with the most significant disabilities in achieving the employment outcome of supported employment.
Eligibility
- Applicant eligibility
The State VR agency designated in the VR services portion of the Unified or Combined State plan to administer the VR program is eligible to receive Federal funds under this program.
- Beneficiary eligibility
Individuals with the most significant disabilities who have been determined eligible for VR services under Title I of the Rehabilitation Act and whose individualized plan for employment identifies supported employment as the employment outcome.
- Uses of assistance
Federal grant funds are awarded to State Vocational Rehabilitation (VR) agencies to supplement services provided under Title I of the Rehabilitation Act to assist individuals with the most significant disabilities with needed supported employment services once they have achieved employment. Supported employment enables individuals with the most significant disabilities who, because of the nature and severity of their disability, need ongoing support, including intensive supported employment services followed by extended services after the individual's ability to perform the job with support has stabilized, in order to maintain competitive integrated employment. State VR agencies use funds to provide services and supports such as: job coaching; skilled job trainers who accompany the worker for intensive on-the-job training; follow-up services; extended services for youth; and other services on or off the job site that are needed to support an individual in employment. The Workforce Innovation and Opportunity Act (WIOA) (Public Law 113-128), enacted on July 22, 2014, requires States to reserve and expend half of their allotment for the Supported Employment Services program to provide supported employment services for youth with the most significant disabilities. States must provide a 10% match for that half of the allotment reserved for such youth. States are also permitted to provide extended services for up to four years to eligible youth with the most significant disabilities. Supported Employment (SE) grant funds are used by State VR agencies to help pay the costs of providing supported employment services to individuals with the most significant disabilities, consistent with their individualized plan for employment under the VR State Grants program (see CFDA 84.126). VR funds are used to pay the costs associated with assessment and the determination of eligibility, as well as other needed VR services prior to placement in supported employment.
