The Massachusetts Commission For The Blind (MCFB) was awarded a $659,796 Formula Grant from the Department of Education's Office of Special Education and Rehabilitative Services under the Rehabilitation Services Independent Living Services for Older Individuals Who are Blind program (CFDA 84.177). The grant will fund independent living services for older individuals who are blind in Boston, MA from October 1, 2021 through September 30, 2023. Services include those described in 34 CFR Section 367.3(b) such as independent living skills training, counseling and guidance, and vision rehabilitation. The funding will be used to improve and expand these services and conduct outreach activities to enhance public understanding of resources available to this population.

The Department of Education's Office of Special Education and Rehabilitative Services (OSERS) is seeking applications for the Independent Living Services for Older Individuals Who Are Blind (OIB) Program Training and Technical Assistance opportunity (ALN 84.177Z). The purpose of this grant is to provide training and technical assistance to designated State agencies (DSAs) and other service providers that receive OIB program funding, in order to improve the operation and performance of programs and services for older individuals who are blind. Key requirements include providing intensive training to at least three DSAs annually, conducting a minimum of 10 virtual training sessions yearly, maintaining IT platforms for dissemination, facilitating an annual conference, and evaluating program impact. The selection criteria include project significance, design quality, services quality, evaluation, resources adequacy, personnel quality, and management plan. The Department of Education will award a single cooperative agreement of approximately $599,706 for a 12-month budget period, with a potential project period of up to 60 months. Eligible applicants include state and public/non-profit agencies, organizations, and higher education institutions with the capacity to provide nationwide training and technical assistance for independent living services for older blind individuals.
