About this program

The Department of Education Office of Elementary and Secondary Education funds maintenance and capital repairs of school facilities owned by the federal government and operated by local educational agencies serving military installations, CFDA 84.040, with the most recent grant award made October 1, 2025.

The program maintains Department-owned school facilities and facilitates transfer of ownership to LEAs. Funded work includes facility maintenance, emergency repairs, and restoration or improvement projects that enable LEAs to accept ownership. The Department directly oversees construction projects unless an LEA has agreed to accept transfer, in which case funds may be provided post-transfer to complete the work. Approved construction projects may be revised during construction subject to appropriate approvals. Emergency repairs are funded as needed; priority for more extensive projects is given to LEAs willing to accept facility transfer.

Grant activity is sporadic but sustained. The program has issued 56 awards since 1992, obligating $138.6 million in combined federal dollars. Award frequency has averaged less than one per year over the past five years, with single awards in 2017, 2018, 2020, 2022, and 2025. All awards are Project Grants. The Department of Education Office of Elementary and Secondary Education is the sole funding agency.

Recent award magnitudes vary widely. The most recent award, Project Grant S040A250001 (October 1, 2025), obligated $19,639,964 with a completion date of September 30, 2028. Project Grant S040A220001 (February 1, 2022) obligated $7.2 million over a three-year performance period. Project Grant S040A200001 (January 14, 2020) obligated $12,538,680 over approximately three years.

Eligibility is restricted to LEAs that operate school facilities owned by the Department of Education.
