About this program
The Department of Education Office of Elementary and Secondary Education funds the Migrant Education State Grant Program (CFDA 84.011) to assist states in ensuring that migratory children meet the same challenging state content and performance standards as all children, with the most recent awards issued on July 1, 2026.
The program operates as a formula grant mechanism exclusively—all 1,322 awards in the portfolio are Formula Grants. Grant awards are made to state educational agencies (SEAs) or consortia of SEAs, which then work with local educational agencies, institutions of higher education, and public and nonprofit agencies serving migratory children. Awards cover a twelve-month period, with unspent funds carried over into the next fiscal year. The Department of Education Office of Elementary and Secondary Education accounts for essentially all 1,321 awards and $9.66 billion in federal dollars obligated across the program's 25-year history dating to 2001.
Recent award activity confirms the program remains active and stable. The past five years (2022–2026) averaged approximately 45–46 awards per year. The portfolio has obligated $9.66 billion in federal dollars and $10.02 billion in combined federal and non-federal dollars, indicating a modest non-federal match of roughly $360 million across all recipients. Award magnitudes vary substantially by recipient; recent July 2026 awards range from $65,298 to $125.9 million, reflecting the formula-driven allocation based on migrant child population and need. A representative sample of July 2026 awards includes Formula Grant S011A260005 for $125.9 million, Formula Grant S011A260048 for $36.0 million, and Formula Grant S011A260002 for $20.9 million.
State educational agencies must submit applications for approval, with the Department allowing 90 to 120 days for approval or disapproval review. SEAs have 45 days to revise and resubmit a disapproved plan and are entitled to a hearing within 30 days. Non-federal entities expending $750,000 or more annually in federal awards must undergo a single or program-specific audit; those expending less are exempt. Program records must be maintained for three years or longer depending on applicable exceptions.
