About this program
EPA Region 3 funds state and local implementation of the Chesapeake Bay Watershed Agreement through Project Grants with a combined federal obligation of $206.4 million across 31 awards, most recently on October 1, 2025, under Assistance Listing 66.964.
The program funds concrete on-the-ground restoration and regulatory work by signatory jurisdictions (Maryland, Virginia, Pennsylvania, Delaware, New York, West Virginia, and the District of Columbia) to meet nutrient and sediment reduction commitments. Award-supported activities include best management practice implementation and verification—riparian forest buffers, agricultural nutrient management, stormwater controls, stream restoration, and urban green infrastructure—alongside regulatory compliance monitoring, water quality data collection and analysis, and technical assistance to farmers and local partners. The Green Streets, Green Jobs, Green Towns (G3) program, administered by the Chesapeake Bay Trust, uses program funds to support green street planning and construction in small- to medium-sized communities to increase urban tree canopy and replace impervious surfaces. Monitoring and assessment work collects water quality data from tidal and non-tidal networks across multiple states.
The program operates exclusively through Project Grants. EPA Region 3 is the sole funder for the program. Recipients contribute a non-federal share; combined federal and non-federal dollars total $382.1 million, indicating mandatory cost-sharing requirements. Award frequency has been volatile, ranging from 1 award in 2024 to 19 in 2022, with 3 awards in 2025 year-to-date.
Recent awards illustrate the scope: Virginia received $12.2 million (July 2025) for water quality monitoring and data interpretation; New York received $4.1 million (October 2025) for implementation of best management practices and technical assistance through the Upper Susquehanna Coalition; Maryland received $17.7 million (July 2024) for watershed implementation plan development and habitat restoration; Pennsylvania received $47.0 million (October 2022) for regulatory compliance, permitting, and enforcement activities under its Phase III Watershed Implementation Plan. A $2.1 million award to the Chesapeake Bay Trust (October 2025) supports G3 grant administration and subgrants to local governments for green street projects.
