About this program
The Environmental Protection Agency's South Florida Geographic Initiatives Program (Assistance Listing 66.484) funds competitive Project Grants addressing ecological threats to South Florida's nearshore waters, estuaries, bays, and coral reefs, with the most recent award issued October 1, 2025.
The program funds water quality monitoring, ecological restoration, and applied research across South Florida's 16-county region and the Florida Keys. Representative recent activities include native oyster restoration in Biscayne Bay to improve water quality and habitat (University of Miami, $749,985); water quality data management systems for the Florida Keys National Marine Sanctuary (Florida Fish and Wildlife Conservation Commission, $90,000); quarterly canal water quality monitoring and restoration planning in the Florida Keys (Monroe County, $393,888); seagrass ecosystem modeling and climate impact assessment (Florida Atlantic University, $749,811); harmful algal bloom prediction using remote sensing and machine learning (Florida State University, $749,972); and sponge restoration genetics research (Florida Atlantic University, $720,446). Educational components fund student field trips, environmental literacy programs in underserved communities, and outreach to boating communities. The program also supports infrastructure development, including coastal resilience planning tools and green stormwater infrastructure demonstration projects.
All 72 awards in the portfolio are Project Grants. EPA Region 4 is the sole funder, obligating $37.5 million in federal dollars across the 72 awards from 2021 through October 2025. Combined federal and non-federal dollars total $41.3 million, indicating modest cost-share from recipients. Award volume has increased: 2021 saw 5 awards; 2022 and 2023 each saw 15; 2024 delivered 20 awards; and 2025 has issued 17 to date. Recent awards range widely, from $90,000 to approximately $835,975, with many falling in the $400,000 to $750,000 band.
A competitive solicitation (EPA-I-R4-SFL-2025-01) remains open with a March 16, 2026 due date for Cooperative Agreements. The notice prioritizes demonstration projects that generate tangible results, scientifically rigorous studies, and monitoring with pre- and post-evaluation to support decision-making. Prior years' solicitations indicate consistent annual competitions under this program.
