About this opportunity
The U.S. Environmental Protection Agency (EPA) Region 4 is soliciting competitive applications for the 2025 South Florida Program, which supports water quality improvement and aquatic ecosystem restoration projects through applied science, demonstrations, monitoring, and research initiatives. Eligible applicants include state and local governments, tribes, institutions of higher education, nonprofit organizations, laboratories, and research organizations. Projects must address one of four priority areas: Aquatic Habitat Restoration, Stormwater Pollution/Hypoxia/Muck/Invasive Species Reduction, Harmful Algal Blooms, or Water Quality and Aquatic Habitat Monitoring and Modeling, and must generate tangible, practical results within a rigorous scientific framework. Applications will be evaluated on eight criteria totaling 100 points, including rationale and relevance (20 points), merit (20 points), past performance (10 points), environmental results and tracking (15 points), milestone schedule and budget (15 points), leveraging (7.5 points), partnerships (7.5 points), and information transfer (5 points). The application deadline is March 16, 2026 at 11:59 PM ET, with anticipated selection notifications in May 2026 and award notifications in September 2026; applicants must submit all materials through Grants.gov using required federal forms and a project narrative not exceeding 16 double-spaced pages.
The EPA will distribute approximately $8,500,000 across up to 12 competitive grants, with individual award amounts ranging from $400,000 to $1,000,000 depending on the priority area selected, with no mandatory cost-sharing requirement though voluntary cost-sharing is permitted. Projects must be located within the 16-county South Florida Program area (Broward, Charlotte, Collier, Glades, Hendry, Highlands, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Polk, and St. Lucie counties) and have project periods ranging from 2 to 7 years with anticipated start dates between June 1 and September 1, 2026. All funded projects must develop a Quality Assurance Project Plan and comply with post-award requirements including annual performance reporting, data management, and publication expectations.
Synopsis
The EPA's South Florida Program supports projects within the 16 counties that overlap with the South Florida Water Management District. Demonstration projects that generate tangible and practical results through applied science frameworks that seek to advance and scale future interventions will be prioritized. Projects should also include scientifically and statistically rigorous studies, surveys, research, investigations, or pre- and post-monitoring data collection and dissemination where appropriate, to effectively evaluate project outcomes and develop subsequent research questions that inform and improve decision making by the Agency and its partners working to restore water quality and aquatic habitat within the South Florida ecosystem.
