THIS AGREEMENT PROVIDES FUNDING UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT TO SUPPORT THE ENVIRONMENTAL FINANCE CENTER (EFC) AT EPA REGION 7. THE WICHITA STATE UNIVERSITY ENVIRONMENTAL FINANCE CENTER WILL PROVIDE TECHNICAL ASSISTANCE AND TRAINING TO WATER, WASTEWATER, AND STORMWATER UTILITY SYSTEMS FOCUSING ON DISADVANTAGED, UNDERSERVED, SMALL, RURAL, MUNICIPAL, AND TRIBAL COMMUNITIES TO INCREASE WISE AND EQUITABLE INFRASTRUCTURE PLANNING TO ACCESS STATE REVOLVING FUND PROGRAMS TO MEET THE ENVIRONMENTAL CHALLENGES THAT IMPACT THEIR COMMUNITIES IN IOWA, KANSAS, MISSOURI AND NEBRASKA. ACTIVITIES:THE ACTIVITIES INCLUDE DEVELOPMENT AND IMPLEMENTATION OF TECHNICAL ASSISTANCE, TRAINING, DURABLE RESOURCES, AND TOOLS TO BUILD CAPACITY TO UTILITY SYSTEMS FOCUSING ON DISADVANTAGED, UNDERSERVED, SMALL, RURAL, MUNICIPAL AND TRIBAL COMMUNITIES TO ACCESS FUNDING THROUGH THE STATE REVOLVING FUND PROGRAM TO ADDRESS THE ENVIRONMENTAL CHALLENGES IN THEIR RESPECTIVE COMMUNITIES. THIS SUPPORT WILL PROMOTE SAFE AND RELIABLE DRINKING WATER; IMPROVE WASTEWATER AND STORMWATER SERVICES; INCREASE OPPORTUNITIES TO ACHIEVE AND MAINTAIN REGULATORY COMPLIANCE; INCREASE CLIMATE RESILIENCY; ADVANCE ENVIRONMENTAL JUSTICE EQUITY THAT WILL BENEFIT DISADVANTAGED, UNDERSERVED, SMALL, RURAL, MUNICIPAL AND TRIBAL COMMUNITIES IN THE STATE OF IOWA, KANSAS, MISSOURI AND NEBRASKA., SUBRECIPIENT:THE SUBRECIPIENTS ARE THE IOWA ASSOCIATION OF MUNICIPAL UTILITIES, KANSAS MUNICIPAL UTILITIES, AND MISSOURI PUBLIC UTILITY ALLIANCE. ENVIRONMENTAL FINANCE CENTER GRANT PROGRAM
EPA is soliciting applications from eligible entities to serve as a Regional EFC for an EPA Region (either covering the entire Region or a specific geographic area of the Region) or as a National EFC for EPA Headquarters. EPA encourages all eligible applicants to apply and recognizes that new applicants are essential to expanding the pool of service providers able to address the environmental and financial challenges the nation faces. New applicants may help to expand the pool and increase diversity in supporting projects that help disadvantaged communities. New applicants are applicants that have not received an EFC award from EPA in the past 10 years. A Regional EFC will either provide services for BIL funded water related activities or will provide services that address multi-environmental media activities, which may also include water related activities that are not funded through BIL. EPA will award separate grants to Regional EFCs for BIL funded water activities and multi-environmental media activities that are not funded with BIL appropriations. National EFC(s) will provide BIL funded water related activities. Regional EFCs will provide eligible services either across their designated EPA Region or within a specific geographical regional or local area. One or more National EFCs will provide eligible services across the country and can be located anywhere in the United States. The National EFC(s) will also serve to address any gaps that may exist in the Regional Water Infrastructure BIL Funded EFCs to ensure that these services reach geographically diverse communities, of varying sizes, and serve urban, suburban, and rural populations. In addition, the National EFC(s) may also support Regional Water Infrastructure BIL Funded EFCs by providing subawards to eligible subrecipients if additional funding is available.

Promoting Readiness and Enhancing Proficiency to Advance Reporting and Data
The U.S. Environmental Protection Agency (EPA) is seeking applications from eligible public and private nonprofit entities to assist current or prospective EPA grant recipients more effectively address their grant progress and performance requirements. The EPA aims to build the capacity of small, underserved, and tribal communities that are applying for or receiving EPA grant funding, including under the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA). Eligible activities include providing technical assistance, tools, and strategies to help communities address data, reporting, and evidence-building requirements. Applicants must demonstrate experience working with the target communities and include a plan for performance measurement and evaluation. Applications are due by July 29, 2024. The EPA is making approximately $2 million available for up to 4 awards of approximately $500,000 each over 3 years. The funding is authorized under several EPA statutory authorities, including the Clean Water Act and Safe Drinking Water Act. The grant opportunity is part of the EPA's Environmental Finance Center (EFC) Grants program, which aims to provide finance-related training, education, analytical studies, and outreach support to help regulated entities develop sustainable solutions to address the financial challenges associated with meeting environmental standards and goals.

ENVIRONMENTAL FINANCE CENTER GRANT PROGRAM
The U.S. Environmental Protection Agency (EPA) announces the availability of funds and solicits applications from eligible entities for regional Environmental Finance Centers (EFCs) that provide multi-media environmental finance expertise and outreach to regulated communities. EPA recognizes that given the trends of growing costs and increasing resource pressures, the need to support the environmental work of regulated communities through vehicles such as the regional Environmental Finance Centers is as important and timely as ever. The EFC's will be established and supported in EPA regions across the country to provide regulated parties with finance-related training, technical assistance, finance studies, and other analytical support (eligible services) to help them develop sustainable solutions to the critical "how-to-pay" issues associated with meeting environmental standards and goals.
