DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING, INCLUDING INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) FUNDING, TO SUPPORT THE ENVIRONMENTAL FINANCE CENTER (EFC) TO PROVIDE MULTIMEDIA ENVIRONMENTAL FINANCE EXPERTISE, OUTREACH, TRAINING, AND TOOLS TO DISADVANTAGED AND/OR RURAL COMMUNITIES, TRIBES, ALASKA NATIVE VILLAGES, STATES, LOCAL GOVERNMENTS, AND UTILITIES TO HELP THEM MEET ENVIRONMENTAL REQUIREMENTS. THE OBJECTIVE IS TO HELP COMMUNITIES FIND EFFECTIVE AND INNOVATIVE WAYS TO ADDRESS ENVIRONMENTAL PROTECTION (AIR, WATER, LAND), EMERGING CONTAMINANTS, AND PUBLIC HEALTH RESPONSIBILITIES WHILE ENSURING ENVIRONMENTAL JUSTICE.ACTIVITIES:THE ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO, TRAINING AND EDUCATION MATERIALS, ON AND OFF SITE DIRECT TECHNICAL ASSISTANCE, DEVELOPMENT AND SHARING OF DECISION-MAKING AND ASSET INVENTORY TOOLS, CAPACITY BUILDING, AND WORKSHOPS. SUBRECIPIENT:SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT. POTENTIAL SUBAWARDS MAY INCLUDE, BUT ARE NOT LIMITED TO, ZENDER ENVIRONMENTAL HEALTH RESEARCH GROUP (ZEHRG) IN ALASKA FOR DEVELOPMENT AND REFINEMENT OF GIS TOOLS AND TRAINING DEVELOPMENT. RCAC MAY ALSO PROVIDE SUB AWARDS TO LAND TRUSTS OR OTHER NONPROFIT ORGANIZATIONS TO PROVIDE ASSISTANCE FOR THE SOURCE WATER PROTECTION PILOT PROJECTS. OUTCOMES:DELIVERABLES FOR THIS AGREEMENT INCLUDE THE DEVELOPMENT OF TOOLS AND OUTREACH, DIRECT TECHNICAL ASSISTANCE, AND TRAINING. OUTCOMES FOR THIS PROJECT INCLUDE AN INCREASED ABILITY FOR COMMUNITIES TO MANAGE, OPERATE, AND PROTECT DRINKING WATER SOURCES TO ENSURE SAFE AND RELIABLE DRINKING WATER AND PROVIDE COMMUNITIES WITH THE RESOURCES AND TOOLS TO HELP COMMUNITIES TO MAKE INFORMED DECISIONS FOR SUSTAINABLE AND RESILIENT COMMUNITIES RESULTING IN INCREASED BENEFITS TO HUMAN HEALTH AND THE ENVIRONMENT. BENEFICIARIES OF THIS PROJECT INCLUDES DISADVANTAGED AND/OR RURAL COMMUNITIES, TRIBES, ALASKA NATIVE VILLAGES, STATES, LOCAL GOVERNMENTS, UTILITIES, REGULATED COMMUNITIES, AND ENVIRONMENTAL JUSTICE PLANNING ORGANIZATIONS.
