About this program
The Environmental Protection Agency (CFDA 66.130) disburses grants to eligible entities according to the Gulf Coast Ecosystem Restoration Council's funded priorities list, with the most recent award issued on April 1, 2022 — over four years ago. Program activity has declined significantly; EPA obligated $7.5 million in federal dollars across ten Project Grants since 2017, with five awards clustered in 2021 and minimal activity since. No recent grant opportunities are posted under this program.
The program funds land protection, habitat restoration, and ecosystem conservation across the five Gulf states (Alabama, Florida, Louisiana, Mississippi, and Texas). Recent funded activities include invasive species removal and native species replanting on thousands of acres, living shoreline oyster reef construction to slow shoreline retreat, stream restoration in coastal tributaries, wetland restoration via novel vegetation management techniques, and development of estuary program management plans. Grant recipients have included conservation nonprofits (The Nature Conservancy, Ducks Unlimited), land trusts and regional conservation partnerships, botanical gardens, and local government agencies. Awards typically range from $220 thousand to $2 million in obligated federal dollars, with the largest recent award of $2 million going to Escambia County Board of Commissioners for estuary program development.
EPA Region 4 has funded nine of ten awards ($7.2 million in federal dollars), with the remaining award from EPA headquarters ($349 thousand). The program operates as 100 percent Project Grants. Recipients contributed $2.1 million in non-federal match against $7.5 million in federal obligation, indicating a consistent but not mandatory cost-share practice among awardees.
The two most-recent opportunities posted in 2017 and 2018 sought proposals for Gulf Coast land conservation partnerships and estuary program planning — both deadlines have long closed. Applications compete for available funds through Grants.gov, with EPA review completed within 90 to 180 days of application deadline per NOFO. Intergovernmental review under Executive Order 12372 applies when proposals involve land use planning or construction-requiring restoration activities. No current funding announcement is available in the source material.
