About this program

The Environmental Protection Agency is funding the replacement of Class 6-7 heavy-duty diesel and gasoline vehicles with zero-emission alternatives, with 60 awards totaling $605.9 million in federal obligations disbursed as of April 2025, CFDA 66.049.

The program has accelerated dramatically, moving from 3 awards in 2024 to 60 in 2025. Recent funded activities span two sub-programs: school bus electrification, which dominates the portfolio and includes vehicle procurement, charging infrastructure installation, and workforce training for maintenance staff; and vocational vehicle replacement covering municipal fleets, transit agencies, and other Class 6-7 operators replacing trucks, refuse haulers, street sweepers, and specialized service vehicles with battery-electric or hydrogen fuel-cell alternatives. All awarded projects include workforce development and community engagement components.

Awards are structured entirely as Project Grants. EPA regional offices dominate the funding concentration. EPA Region 9 leads by far, accounting for 18 awards and $184.2 million (30% of federal dollars). EPA Regions 5, 4, 1, and 2 collectively account for another 48 awards and $240.1 million. The remaining five regions and subordinate EPA offices account for 15 awards and the balance.

Federal dollars obligated total $605.9 million against $897.9 million in combined federal and non-federal obligations, indicating $292 million in recipient cost-share. Individual award magnitudes range from under $1 million to over $48 million. Representative recent awards include the Office of the Governor of the Northern Mariana Islands receiving $48.7 million to replace 43 vocational vehicles (January 2025); North Central Texas Council of Government receiving $98.3 million to replace 234 vocational vehicles across 40 fleets (February 2025); and the South Coast Air Quality Management District receiving $47.5 million to replace approximately 126 vocational vehicles (January 2025). School bus projects typically range from $4 million to $27 million per recipient.

The most recently posted opportunity (EPA-R-OAR-CHDV-24-06) closed on July 25, 2024, and announced up to $932 million in anticipated awards. No open solicitation is currently listed in the source.
