About this program
The Environmental Protection Agency Office for Air and Radiation is awarding competitive Project Grants under 66.047 for hydrofluorocarbon reclamation and innovative destruction technologies, with the most recent grant awards disbursed on October 1, 2024. The program derives from Section 60109(a)(3) of the Inflation Reduction Act and supports projects that increase the amount of reclaimed HFCs through technology or market dynamics, or develop and demonstrate innovative technologies and techniques to destroy HFCs that are potent greenhouse gases commonly used in refrigeration and air conditioning.
The program has been active in its current iteration for approximately two years. The EPA awarded five Project Grants totaling $12 million in federal obligations in 2024, with all funding flowing through a single federal agency. Award magnitudes range from $1.5 million to $3.8 million, with project completion dates extending through September 2029. Recent awards funded alkaline hydrolysis and hydrothermal destruction of HFCs at the University of Washington ($3,473,895); metal oxide catalyst-based hydrolysis and chemical-biological treatment at UC Riverside ($3,180,000); HFC chemical conversion technology demonstration through the Air Conditioning, Heating and Refrigeration Technology Institute; modular separation and data-driven reclaim optimization at Texas A&M University ($1.5 million); and portable, energy-efficient plasma-based HFC destruction at Drexel University ($3,801,094). Awards explicitly incorporate environmental justice engagement with disadvantaged communities and pilot-scale technology validation.
The most recent competitive solicitation (EPA-R-OAR-HFC-24-01) closed on February 16, 2024, with applications accepted from eligible entities as defined in the Notice of Funding Opportunity. The source does not indicate whether a new solicitation has been posted or is anticipated. Applicants should monitor EPA's grants portal and the HFC climate-reduction program page for announcement of the next funding cycle, as the program was capitalized with $15 million total under the Inflation Reduction Act.
