About this program

The Environmental Protection Agency administers Internships, Training and Workshops for the Office of Air and Radiation (CFDA 66.037), which funds workforce development, internship placements, and technical capacity-building activities supporting Clean Air Act implementation, with the most recent grant award dated October 1, 2025.

The program funds concrete training delivery and internship administration serving two primary populations: tribal governments and American Indian students pursuing air quality management careers. Awarded grants have supported tribal air quality workshops (15 or more per year at some recipients), tribal air monitoring technical support centers, internship programs for Native American and undergraduate students in environmental disciplines, and environmental education outreach to tribal communities. Recent awards also funded the Student Program for Environmental Excellence in Design (SPEED), which places graduate and senior undergraduate students in science, technology, and engineering disciplines at the EPA's National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan for research training on vehicle emissions and fuel efficiency.

The program is predominantly Project Grants (88 percent of 16 recent awards) with smaller shares of Cooperative Agreements. The EPA directly funded 12 awards totaling $20.4 million in federal dollars, while the EPA's Office for Air and Radiation—Funding Office awarded 3 grants totaling $9.9 million; the Department of the Navy's Office of Naval Research contributed 1 award of $2.9 million. Combined federal dollars obligated across all awards total $33.2 million over the program's 17-year funding history (2008 onward), with non-federal match of $500 thousand. Award sizes range from $15 thousand to $8 million, with recent typical awards in the $1–2 million range.

Representative recent awards include a $1.6 million Project Grant to Northern Arizona University's Institute for Tribal Environmental Professionals (October 2025) for tribal air quality workshops, technical monitoring support, and environmental education internships; an $8 million Project Grant (July 2020) providing tribal training and internship placements; and a $750 thousand grant (October 2015) establishing SPEED at the EPA's vehicle emissions lab.

The American Indian Air Quality Training Program solicitation (EPA-OAR-IO-24-05, posted September 24, 2024) closed November 15, 2024, and solicited Cooperative Agreement applications from eligible entities to provide comprehensive air quality training, technical support, and outreach for tribal partners and American Indian students. No currently open opportunities appear in the source.
