About this program

The Small Business Administration's Office of Entrepreneurial Development is administering the Community Navigator Pilot Program (CFDA 59.077), a $100 million competitive grant initiative authorized by the American Rescue Plan that funds outreach, education, and technical assistance to small businesses navigating pandemic relief programs and recovery services. The most recent grant award was issued February 11, 2022, with no open solicitation currently posted.

Award activity concentrated in 2021, when the program made 49 of its 52 total awards. The SBA Office of Entrepreneurial Development funded 51 awards totaling $98.9 million federal dollars obligated. A single award through the Office of Capital Access accounted for the remaining $1 million. The program is predominantly Project Grants (98 percent), with one Block Grant. The portfolio spans October 2020 through February 2022, representing a compressed funding timeline tied to American Rescue Plan authorization and implementation. Recent awards range from $823 thousand to $5.2 million; representative grants include $5.2 million to support pandemic relief counseling and technical assistance (December 2021, ultimate completion November 2023), $5 million for 1:1 counseling and group training delivery (December 2021, completion November 2023), and $2.5 million for targeted outreach to historically underserved entrepreneurial communities (December 2021, completion November 2023).

The program operates a "Hub and Spoke" model in which lead organizations with business development experience (Hubs) partner with trusted, culturally and technically knowledgeable partners (Spokes) to conduct targeted outreach to specific sectors, including entrepreneurs for whom English is a second language. Eligible applicants include 501(c)(3) nonprofits, SBA Resource Partners (Small Business Development Centers, Women's Business Centers, SCORE, Veterans Business Outreach Centers), economic development organizations, Native American tribal organizations, state and local governments, and Community Development Financial Institutions. Grant awards support two-year project periods not to exceed twenty-four months, with recipients submitting quarterly progress reports to the SBA. The most recent grant opportunity (CNP-2021-01) closed July 23, 2021. No active solicitation is currently open.
