About this program
The National Endowment for the Humanities (NEH) is awarding general operating support grants to state and jurisdictional humanities councils across the United States and its territories, with the most recent grant awards issued on June 1, 2026, under CFDA 45.129.
The program funds humanities councils that deliver public humanities programming, community grants, and educational initiatives tailored to regional needs. Recent awards support councils in conducting subawards to local nonprofits and community organizations, public programming including seminars and exhibitions, lifelong learning initiatives, K-12 education support, and cultural heritage documentation. California Humanities received $1.7 million, Texas Humanities received $1.3 million, Illinois Humanities Council received $1.7 million, and Oregon Humanities received $749 thousand for fiscal year 2026 general operating support.
The program has been active continuously since 1998, with 829 total awards and sustained recent activity: 30 awards in 2022, 105 in 2023, 31 in 2024, 6 in 2025, and 30 in 2026. All awards are Project Grants, with the National Endowment for the Humanities providing $1.08 billion in federal dollars obligated across 827 awards and the National Endowment for the Arts adding $5.3 million across 2 awards. Combined federal dollars obligated total $1.09 billion.
Award amounts vary by state according to a statutory formula, typically ranging from $680 thousand to $1.7 million annually per council. Five-year funding periods include active grant funding during the first three years and completion periods for the final two years. Each state and jurisdictional humanities council sets its own subaward criteria, widely disseminated within the jurisdiction. Eligible applicants are nonprofit 501(c)(3) state and jurisdictional humanities councils conforming to 20 U.S.C. 956(f). Councils must retain expenditure documentation for three years following submission of final reports.

How to apply
- Criteria for selecting proposals
Each council sets its own guidelines and criteria for assessing proposals, which are widely disseminated within the state. The criteria for state and jurisdictional humanities council funding from NEH are established in the National Foundation on the Arts and the Humanities Act of 1965, as amended, 20 U.S.C. Section 950, 956, and by the NEH Office of Federal/State Partnership.
- Award procedure
NEH staff review councils' annual plans and activities and outcomes reports. NEH staff and teams of independent reviewers, including scholars and nonprofit professionals, review self-assessments. Based on the information provided in the annual plan and the annual reports submitted following the close of the most recently completed funding period, NEH staff prepare a report on the state and jurisdictional humanities councils and present it to the National Council on the Humanities. The National Council meets at least twice annually to advise the NEH Chair. The Chair considers the advice provided by the review process and, by law, makes all funding decisions.
