About this program
The Department of the Treasury Departmental Offices is funding technical assistance grants to states, the District of Columbia, territories, and Tribal governments under the State Small Business Credit Initiative Technical Assistance Grant Program (CFDA 21.031), with the most recent award issued on July 30, 2025.
The program distributes formula-based grants to eligible jurisdictions that have submitted complete applications for the SSBCI Capital Program. Recipients provide legal, accounting, and financial advisory services to very small businesses and business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDI-owned businesses), either directly or through contracted service providers. Supported beneficiaries are those currently applying, preparing to apply, or have previously applied for SSBCI Capital Program funding or other federal and jurisdiction small-business support programs.
Award activity is consistent: 100 total awards have been disbursed from July 2023 through July 2025, averaging approximately 34 awards per year across 2023–2025. All funding flows from Treasury's Office of Capital Access in Domestic Finance; no other federal agencies participate in this program. The portfolio is entirely Project Grants. Combined federal dollars obligated total $162.5 million. Award magnitudes vary substantially, ranging from under $70,000 to above $6.8 million; recent examples include $1.25 million (May 23, 2025), $2.94 million (April 2, 2025), and $3.85 million (May 30, 2024). One award to Penobscot Indian Nation (June 11, 2025) distributed $288,304 across four Tribal governments in Maine through an agent arrangement.
The program is a one-time, limited-duration vehicle funded under the American Rescue Plan Act of 2021. The application deadline for eligible recipients has already passed; no grant opportunities are currently open. Compliance review occurs prior to each disbursement tranche for awards exceeding $250,000, or once for awards at or below that threshold. Recipients typically retain records for seven years following award closure.
