About this program
The Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) operates the Performance and Registration Information Systems Management (PRISM) program (20.231), which funds state commercial vehicle registration and law enforcement agencies to integrate Federal Motor Carrier Safety information systems with state registration systems; the program last awarded grants on September 2, 2016, and no new grant opportunities have been posted since March 2016.
Program activity has stalled. FMCSA awarded 118 Project Grants totaling $19 million federal obligated across the program's history, with peak activity in 2014 (25 awards) before declining to 18 awards annually in 2015 and 2016. The portfolio block reports no grants were listed for FY2024. The most recent award batch—18 grants issued September 2, 2016—funded state-level initiatives spanning law enforcement technology deployment (both mobile and fixed), interstate registration (IRP) system upgrades and maintenance, registration inter-agency enhancements, and permitting-system improvements. Award values ranged from approximately $3,100 to $499,960 per grant. Representative 2016 awards include law enforcement mobile and fixed technology deployment at $485,000 to $499,960 (Iowa, Texas), IRP operations and maintenance at $27,089 (New Hampshire), and registration system inter-agency enhancement at $286,760 (Utah). Earlier rounds in 2015 and 2014 funded similar activities under the PRISM Implementation Plan banner, with commercial motor vehicle registration information systems development projects reaching $600,000 to $978,315.
All 118 awards are Project Grants; no Cooperative Agreements, Formula Grants, or other assistance types appear in the portfolio. FMCSA is the sole funding source across the program.
The most recent solicitation, FY 2016 PRISM Notice of Funding Announcement (FM-PZG-16-001), was posted December 10, 2015, with a due date of March 7, 2016. Eligible applicants are state governments only. Applicants must register with Grants.gov, submit electronically, and develop a State PRISM Implementation Plan specifying how the state will meet program requirements, completion timeframes, and associated costs. Funding allocation to qualifying states is determined by FMCSA based on assessed state needs, state eligibility, and fund availability. Award notification occurs within 90–120 days of submission, subject to funds availability. No solicitation or grant opportunity has been posted since FY2016.
