About this program
The Federal Highway Administration (FHWA) funds highway training and education programs through CFDA 20.215, most recently awarding a grant on May 6, 2026, supporting workforce development and transportation education initiatives. This is the lead-eligible program for organizations that develop, deliver, or operate training curricula, technical assistance centers, and fellowship programs serving local agencies, state departments of transportation, tribal governments, and underrepresented students in transportation fields.
The program encompasses four distinct funding lines: the National Highway Institute Training Program, which develops and delivers transportation education courses through competitive selection; the Local Technical Assistance Program (LTAP), which provides training and technology transfer to local road agencies and tribal governments through state-administered allocations and university-managed centers; the Dwight David Eisenhower Transportation Fellowship Program (DDETFP), which awards annual individual fellowships for graduate study in transportation-related disciplines; and the Garrett A. Morgan Technology and Transportation Education Program (GAMTTEP), which funds K-12 STEM education initiatives targeting underrepresented groups entering the transportation industry. The program also supports Tribal Technical Assistance Program (TTAP) centers serving American Indian and Alaska Native tribes through regional cooperative agreements. Award activity has slowed significantly: the portfolio documents 3,356 total federal grant awards since 1984, with 2022–2024 showing 239–388 awards annually, but only 40 in 2025 and 1 as of May 2026, signaling reduced recent program activity.
The portfolio is predominantly Project Grants (98 percent of awards) with a smaller Cooperative Agreement component (2 percent). FHWA is the sole funding agency, distributing $136.5 million in combined federal dollars across recipients, with $200.4 million in total obligated funds reflecting a $63.9 million non-federal cost-share from recipients. Recent awards span modest to mid-range magnitudes: Salish Kootenai College received $293,044 in May 2026 to increase highway construction industry entry for tribal members; state LTAP centers received awards ranging from $23,469 to $420 thousand (Hawaii LTAP, Washington LTAP, Oklahoma LTAP, Florida LTAP, Nebraska LTAP); and the Eastern Tribal Technical Assistance Program Center (TTAP) received a Cooperative Agreement for $925 thousand in April 2025 to serve tribal transportation needs across Eastern and Midwest regions.
Three grant opportunities are currently posted or recently posted. The NOTICE OF FUNDING OPPORTUNITY FOR FY 2024–2026 GARRETT A. MORGAN TECHNOLOGY AND TRANSPORTATION EDUCATION PROGRAM (GAMTTEP) was posted October 11, 2024, with a due date of January 10, 2025, soliciting K-12 transportation STEM education programs serving underrepresented groups; GAMTTEP will distribute up to $1.8 million. The Fiscal Year 2024 Highway Construction Training Program Grants opportunity (posted April 17, 2024, due June 17, 2024) was amended December 20, 2024, with an announcement that $4.2 million was awarded to 16 highway construction training and placement programs. The DDETFP Graduate Fellowship opportunity (posted January 31, 2024, due March 22, 2024) awards individual fellowships for master's and doctoral study in transportation disciplines. These three represent the most accessible current or near-recent entry points; most other recent opportunities have closed, though DDETFP and DDETFP Local Competition post annually on predictable cycles (early spring and early summer cadences evident in the opportunity history).
