About this program
The Department of State Bureau of Near Eastern Affairs funds the Middle East Partnership Initiative (CFDA 19.500) to support organizations and individuals promoting political, economic, and social engagement across the Middle East and North Africa region, with the most recent grant award dated January 1, 2025.
The program has distributed $881 million in federal dollars across 1,332 awards since 2004, with a recent cadence of 13 to 19 awards per year. Grant awards fund concrete development activities: digital entrepreneurship training for university students and women researchers in Tunisia; tech ecosystem strengthening and startup internationalization in the Palestinian territories; cybersecurity and STEM employment pathways for women across multiple countries; youth workforce development and employment linkage programs; civic engagement and participatory governance initiatives; fiscal transparency and budget advocacy projects; and leadership scholarships for underserved students at American-accredited universities in the MENA region. The portfolio is predominantly Project Grants (966 awards, 73 percent) with a substantial Cooperative Agreement component (366 awards, 27 percent). The Department of State Bureau of Near Eastern Affairs is the sole funding agency across all awards.
Representative recent awards reflect the breadth of activity: a $202,518 project grant to increase digital entrepreneurship awareness among 90 Tunisian university students and women researchers (January 2025); a $199,997 project grant to strengthen Palestinian tech startup internationalization (November 2024); a $2,404,450 cooperative agreement to provide cybersecurity training to Egyptian and Jordanian women (October 2024); and a $314,000 project grant to strengthen Iraq's open budget process (November 2024). Combined federal and non-federal dollars obligated total $981.4 million, indicating modest recipient cost-sharing averaging roughly $100 million across the portfolio.
Recent grant opportunities closed in mid-2024. The MEPI Local Grants 2024 (DFOP0014385) solicited projects addressing environmental, economic, or social problems through civic engagement or economic participation across the region, with a June 18, 2024 deadline. The Catalyzing Job Creation for Women in Cybersecurity opportunity (DFOP0014020) sought cooperative agreements from for-profit organizations to train women in cybersecurity and STEM fields, with a June 21, 2024 deadline. No open opportunities currently appear in the source material; pursue this program by monitoring grants.gov for periodic local grants competitions and region- or sector-specific solicitations.
