About this program
The Department of Labor Mine Safety and Health Administration (MSHA) awards competitive Project Grants and Formula Grants under the Brookwood-Sago program (CFDA 17.603) to fund mine safety education and training programs, with the most recent award dated September 30, 2025.
The program funds development and delivery of occupational health and safety training materials and programs for miners and mine operators, with emphasis on hazards including respirable crystalline silica and respirable dust, powered haulage and mobile equipment safety, mine emergency preparedness and response, mine rescue, electrical safety, and training for new and inexperienced miners at smaller mines. Funded activities range from creating bilingual training modules on respiratory protection and mine fire brigades to developing AI-enabled collaborative training for critical minerals mining and virtual reality training for miners.
Since 2007, the program has disbursed 124 awards totaling $14.9 million in federal funds, nearly all (98 percent) as Project Grants with the remainder as Formula Grants. MSHA accounts for 122 awards worth $14.6 million federal dollars; a smaller Department of Labor division contributed 2 awards for $242 thousand. Recent award volume has been uneven—18 awards in 2022, 6 in 2023, and 3 in 2025. Typical recent awards range from $50 thousand to $805 thousand, with awards generally running one-year terms. The training program on MSHA's new silica standard in English and Spanish, awarded in October 2023, obligated $805 thousand. The program received $120 thousand and $80 thousand awards in September 2025 for standard mine safety training and AI-enabled training for critical minerals operators, respectively.
FOA-BS-2026-1 (Solicitation number) is currently open with an August 31, 2026 deadline, offering up to $250 thousand in total funding. Eligible applicants include states, territories, tribal governments, county and municipal governments, special districts, nonprofit organizations (both 501(c)(3) and non-501(c)(3)), and higher education institutions (public). Applicants may submit independently or in partnership with a designated lead organization. Faith-based organizations are encouraged to apply. FOA-BS-2025-1 closed on September 19, 2025 with the same $250 thousand funding level and applicant eligibility. FOA-BS-2024-1, which closed September 9, 2024, offered $1 million total and permitted awards as many as 20 grants with individual minimums of $50 thousand.
