About this program
The Department of Labor Employment and Training Administration's Job Corps Experimental Projects and Technical Assistance program (CFDA 17.287) is no longer making new awards, though previously funded projects continue to report expenditures as of the most recent grant award on June 28, 2024.
The program funded demonstration and experimental initiatives serving Job Corps-eligible youth aged 16 to 24 who are low-income and face barriers to education and employment including school dropout, homelessness, foster care involvement, or parenthood. Recent awards concentrated on two distinct tracks: advanced information technology training delivered on Job Corps centers, and state-operated or National Guard-partnership models testing alternative service delivery approaches. The Idaho JobCorps Program ($20.2 million, July 2022) served 750 residential and non-residential students through state community colleges in high-growth occupations. The Job Challenge Demonstration Project ($630 thousand, January 2023) tested a five-month residential program combining Louisiana National Guard Youth Challenge strategies with Job Corps training at the Carville center, including occupational skills credentialing, work-based learning, leadership development, and employer engagement leading to job placement.
The program awarded 32 grants totaling $102.2 million in federal obligations since April 2019, distributed predominantly as Project Grants (81 percent, 26 awards) with a smaller share of Cooperative Agreements (19 percent, 6 awards). All funding came from the Department of Labor Office of Job Corps. Award volume spiked in 2020 with 26 awards, then contracted sharply to one award per year in 2022 and 2023, with two awards in 2024. Recent project grant awards from June 2020 ranged from approximately $608 thousand to $1.18 million. Recent cooperative agreements from 2024 obligated $13.7 million and $15.1 million respectively, significantly larger than earlier demonstration projects.
A successor opportunity, FOA-ETA-24-16 (Job Corps Information Technology Academy/Hub), solicited up to five cooperative agreements for innovative IT training models within Job Corps, with a due date of April 9, 2024, and eligibility extending to higher education institutions, small businesses, nonprofits, for-profit organizations, and tribal governments. This FOA received Amendment One prior to closing.

- Uses of assistance

- Use restrictions
Under this demonstration project, awardees must provide advanced, IT‑focused training and related services on Job Corps centers to eligible students, while all direct center services continue to be provided by the center operator. Because the demonstration project limits allowable activities to on‑center, IT‑focused training and related services, a range of off‑site, non‑training, and non‑IT expenditures are restricted. These restrictions ensure that all allowable costs align with the project's purpose and remain within the defined scope of the demonstration.
