About this program

The Department of Labor Employment and Training Administration (ETA) distributed $656.7 million in competitive grants under CFDA 17.275 for worker training and placement in high-growth and emerging industry sectors, with the most recent award issued on February 1, 2012.

This program was funded through the American Recovery and Reinvestment Act of 2009 (ARRA) to preserve and create jobs during the recession, assist those most impacted by economic downturn, and invest in technological advances and infrastructure with long-term economic benefits. The program is no longer active; no grant opportunities have been posted since 2012, and the portfolio shows declining activity after the initial funding surge (92 awards in 2009, 157 in 2010, and 1 in 2012). All 250 awards issued were Project Grants with a single Cooperative Agreement exception.

The Department of Labor ETA was the sole funder across all 250 awards. Combined federal dollars obligated totaled $656.7 million of the $750 million made available under ARRA. Non-federal cost-share added $1.6 million to the total obligated amount.

Award magnitudes ranged from roughly $240 thousand to $6.3 million. Representative recent awards included Recovery Act Green Jobs funding: a project grant of $5 million obligated on March 1, 2010, with project completion by February 28, 2013; a project grant of $3 million obligated on July 1, 2010, with completion by June 30, 2012; and a project grant of $2.9 million obligated on July 1, 2010, also completing June 30, 2012. One Cooperative Agreement for an independent initiative obligated $5.85 million on July 1, 2010, with completion extending to January 31, 2015.

This program operated exclusively as a recession-response funding vehicle and is closed to new applications. Organizations should not pursue funding under this Assistance Listing.

The ARRA makes $750,000,000 available for a program of competitive grants for worker training and placement in high growth and emerging industry sectors.
