About this program
The Department of Labor Bureau of Labor Statistics awards cooperative agreements under CFDA 17.002 to state workforce agencies to provide statistical data on employment, unemployment, wages, hours, and occupational employment for national, state, metropolitan, and county levels, with the most recent award cycle executed October 1, 2025.
The program funds data collection and analysis across four core labor market information programs: Current Employment Statistics (CES), Local Area Unemployment Statistics (LAUS), Quarterly Census of Employment and Wages (QCEW), and Occupational Employment and Wage Statistics (OEWS). Recipients also support ancillary activities including wage records pilots, policy council travel, and specialized data initiatives. The program operates exclusively through cooperative agreements; 1,406 awards have been made since the program's inception in 2000, with a consistent cadence of approximately 54–55 awards annually over the past five years.
The Department of Labor Bureau of Labor Statistics dominates funding, accounting for 1,381 of 1,406 awards ($2.16 billion in federal dollars obligated) over the program's lifetime. A small number of remaining awards are funded by the Department of Labor parent agency ($28.9 million across 25 awards). Combined federal dollars obligated total $2.19 billion, with no non-federal match required; awards show substantial variation by state, ranging from under $80 thousand to over $28 million, reflecting differences in state population and program scope.
Recent fiscal year 2026 awards (October 1, 2025) include Cooperative Agreement 26J75LM000120 for $11.075 million, 26J75LM000130 for $4.379 million, and 26J75LM000116 for $4.593 million. These exemplify the full suite of CES, LAUS, OEWS, and QCEW data provision that characterizes the program. Eligible applicants are state workforce agencies designated under Section 4 of the Wagner-Peyser Act, as amended by the Workforce Innovation and Opportunity Act. The annual solicitation cycle begins in early summer via GrantSolutions, with applications due by late summer and cooperative agreements effective October 1 each fiscal year.
