About this program

The U.S. Fish and Wildlife Service funds conservation of fish, wildlife, and plants including endangered and threatened species across the Western Hemisphere through CFDA 15.640, with the most recent grant award dated January 1, 2025.

The program supports on-the-ground conservation projects that reduce threats to priority species and their habitats across Latin America and the Caribbean. Funded activities span habitat restoration and reforestation (monarch butterfly forests in Mexico, tropical forest corridors in Ecuador and Peru), human-wildlife conflict mitigation (jaguar coexistence programs, livestock protection systems), species-specific conservation (scarlet macaw reintroduction, critically endangered parrot and reptile protection), indigenous-led community management and patrolling, anti-poaching and anti-trafficking capacity building, sustainable livelihoods and agroforestry, and environmental education and outreach. The program also funds wildlife crime prevention, law enforcement training, and monitoring systems such as SMART technology deployment across the region.

Awards are predominantly Project Grants, which comprise 86 percent of the 249 total awards in the portfolio, with Cooperative Agreements accounting for 13 percent. The program is administered through two principal funding sources within Fish and Wildlife Service: Fish and Wildlife Service Region 9 Headquarters has obligated $16.9 million across 117 awards, and the broader Fish and Wildlife Service has obligated $6.7 million across 131 awards. Combined federal dollars obligated total $23.6 million, with recipients contributing an additional $22.5 million in non-federal cost-share, bringing total obligated dollars to $46.1 million.

Award volume has declined significantly in recent years, from 24 awards in 2021 to only 5 in 2024 and 1 in 2025, indicating reduced program activity. Recent awards cluster in the $185 thousand to $467 thousand range. Representative recent grants include ecosystem governance and fire management training in Ecuador's Podocarpus-Yacuri Corridor ($185 thousand, January 2025); bird-friendly agricultural practices in Colombia's Cauca Valley ($201 thousand, December 2024); jaguar habitat and water protection in Honduras-Guatemala borderlands ($200 thousand, December 2024); and human-jaguar conflict mitigation in Peru's Amazon ($365 thousand, December 2024).

A competitive solicitation for the FY2024 Latin America Regional Program closed on June 4, 2024. The program accepts applications from multi-national secretariats, foreign governments, U.S. and foreign nonprofits, non-governmental organizations, community and Indigenous organizations, and U.S. and foreign public and private institutions of higher education; individuals and tuition for academic degrees are ineligible. Award duration cannot exceed five years including non-competitive continuation amendments, which remain contingent on performance and fund availability.
