About this program

The Department of the Interior Bureau of Reclamation funds near-term drought relief projects and activities for federally recognized Indian Tribes impacted by Reclamation water projects in the 17 western states under Assistance Listing 15.585, with no recent grant awards or open opportunities currently reported.

The program authorizes emergency drought relief assistance under the Inflation Reduction Act of 2022. Reclamation's Native American Affairs Technical Assistance Program implements the program and identifies eligible recipients as federally recognized Indian Tribes or Tribal organizations located in Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming that operate or are impacted by Reclamation water projects. Proposed projects must deliver drought mitigation actions within two years of project start, and awards are structured for one to two year project periods.

Eligible applicants are limited to federally recognized Indian Tribes and Tribal organizations as defined in 25 U.S.C. Section 5304. Applicants must demonstrate that their proposed project provides near-term drought relief to mitigate drought impacts for tribes affected by Reclamation water project operations. Preapplication coordination is required, and environmental compliance—including environmental impact assessments or environmental impact statements depending on project scope—is a condition of funding.

Reclamation screens all applications for eligibility and compliance, then forwards compliant proposals to an evaluation panel of Bureau of Reclamation Native American Affairs Program managers for review against stated evaluation criteria. Applicant notifications are typically distributed within two to five months after the funding opportunity closes. Indian Tribal governments and organizations must maintain project records in accordance with 43 CFR 12.82; institutions of higher education must comply with 43 CFR 12.953.

No recent grant awards or currently open grant opportunities are reported in the source. No funding history, award volume, or award-size distribution is available.
