About this program

The Department of the Interior Bureau of Reclamation is awarding Project Grants and Cooperative Agreements to fund planning, design, and construction of water infrastructure projects serving tribal and insular area communities without reliable access to domestic water supplies, CFDA 15.577, with the most recent award disbursed on February 19, 2026.

Program activity remains strong. Ten awards totaling $41.3 million in federal dollars obligated have been made since June 2025, with nine awards in 2025 and one in early 2026. The program draws on $550 million in Inflation Reduction Act funding available through fiscal year 2031. The Bureau of Reclamation is the sole funding agency under this listing.

The program funds the planning, design, and construction of domestic water supply infrastructure, with typical projects addressing multiple infrastructure needs simultaneously. Representative recent awards reflect the scope: the Barona Band of Mission Indians received $21.9 million for construction of a potable water pipeline to import supplies from the Ramona Municipal Water District to address drought-driven groundwater depletion and high nitrate contamination; the Lummi Nation's Tribal Sewer and Water District received $3.41 million for feasibility studies, treatment plant design, and permitting to address arsenic contamination, saltwater intrusion risk, and alternative water source development; the San Carlos Apache Tribe received $6.04 million for planning and design of raw water delivery and drinking water treatment facilities serving the central portion of the reservation. Other awards fund pipeline replacement, well development, system expansion to unconnected households, and water system relocation to address flood risk.

Awards are predominantly Project Grants (90% of awards), with one Cooperative Agreement (10%). Project awards typically span 1 to 5 years depending on activity type—planning awards complete within one year, design within two years, construction within five years.

Award magnitudes range widely, from $110,978 for design and permitting in Keller, Washington to $21.9 million for construction in the Barona Band project, with planning and design awards typically in the $1 million to $6 million range.
