About this program

The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development administers the Youth Homeless System Improvement Grants (CFDA 14.277), which funds systems infrastructure projects to address youth homelessness; the most recent opportunity closed on August 10, 2026.

The program funds community-level systems change and capacity-building activities targeting youth age 24 and under at risk of or experiencing homelessness. Eligible activities include establishing and training Youth Action Boards, developing peer support models and community leadership, improving Coordinated Entry Systems, cross-system data collection and use between youth-serving partners (including schools, juvenile justice, child welfare, and employment services), partnership development with tribal and cultural organizations, and equity assessments within youth homeless response systems. The program explicitly supports prevention and diversion strategies alongside direct service coordination.

The source identifies the program as offering Project Grants. HUD designates approximately $25 million in total program funding and expects to select approximately 49 communities for YHSI grants under the most recent competition. Individual award magnitudes are not detailed in the source.

The most recent grant opportunity (CPD-2600-DC-0035) posted April 22, 2026 with an August 10, 2026 application due date, covering FY2024 and FY2025 funding. Eligible applicants include city and county governments, state governments, tribal governments and tribal organizations, 501(c)(3) nonprofits, special district governments, public housing authorities, and higher education institutions. The NOFO included clarifications permitting YHDP state-wide applications and rural bonus point eligibility modifications. A prior opportunity (FR-6700-N-96) posted in November 2023 with a February 15, 2024 deadline; the program office corrected character issues and updated the definition of eligible applicants during that cycle. Recipients must participate in HUD-conducted evaluations and maintain records as required for Congressional reporting. Project renewals are permitted under subsequent Continuum of Care program competitions.
