About this opportunity

The Department of Housing and Urban Development is soliciting applications for competitive grants under two programs addressing youth homelessness for fiscal years 2024 and 2025, with applications due by 11:59 p.m. Eastern Time on August 10, 2026.

Eligible applicants include state governments, county governments, city or township governments, special district governments, public institutions of higher education, federally recognized Native American tribes, tribal organizations, and 501(c)(3) nonprofits. YHDP project recipients must meet 25 percent cost-sharing requirements under 24 CFR 578.73 or qualify for specific exceptions; YHSI funds do not require cost sharing.

HUD expects to award approximately 49 Youth Homelessness System Improvement (YHSI) grants of approximately $1 million each under CFDA 14.277, and between 26 and 50 YHDP communities with approximately 120 total YHDP project awards ranging from $500,000 to $15 million per project under CFDA 14.276. YHDP applications receive priority consideration for communities with substantial rural populations in up to sixteen locations. HUD may select one statewide YHDP application and up to two additional YHDP applications per state. Total funding available is approximately $193 million: $24,051,467 in FY2024 YHSI funds, $25 million in FY2025 YHSI funds, $72 million in FY2024 YHDP funds, and $72 million in FY2025 YHDP funds.

The estimated performance period runs from October 1, 2026 through March 31, 2029. YHSI funds support system-level activities including planning, coordination, and capacity-building such as improving Coordinated Entry systems and establishing partnerships with education and employment services. YHDP funds support housing and supportive services projects, including Transitional Housing, Crisis Residential Housing, Shared Housing, Supportive Services Only, HMIS, and Planning Grants. YHDP projects must incorporate Positive Youth Development and Trauma Informed Care models. All FY2024 YHDP funds must be obligated by September 30, 2026; FY2025 funds by September 30, 2027. Applications are submitted through esnaps.hud.gov with an anticipated award date of September 15, 2026.
